PUBLIC HEARING
1998 STREET IMPROVEMENTS - INTERLACHEN PARK
ProS>osed Action.
Staff recommends adoption of the following motion: Move that
Council adopt Resolution 97-119, Resolution Ordering Improvements
on Ashlev Road, Holly Road and Preston Lane. Project 97-12.
This action continues an assessable project for street
improvements.
Overview.
Council at its September 2 meeting authorized Bolton and Menk,
Inc. to prepare a feasibility report in regard to street
improvements in the Interlachen Park neighborhood. That report
was presented to Council at its November 18 meeting and a public
hearing was ordered for December 16. Council needs to conduct
the hearing and decide whether or not to proceed with a project.

Analvsis of Issues.
Scope of proposed improvements
The proposed scope of improvements have been reduced based
on a detailed analysis of underlying soil strength. The
pavement management program is essentially based on an
analysis of pavement surface defects. In most instances,
the surface defects are indicative of overall pavement
section strength. However, this is not always the case.
Therefore, the feasibility study includes a more thorough
analysis of underlying soils and strengths. It has been
determined that Ashley Road and the eastern section of
Preston Lane (Interlachen Road to Homedale Road) can be
expected to perform well with a 2" asphalt overlay. Full
reconstruction is still required on Holly Road and Preston
Lane from Interlachen Road to Ashley Road.
Reconstruction will include a prepared subgrade, new base
course aggregate, 3" - 4.5" thick asphalt paving and
pavement edge underdrains where lean clay soils are
present. Pavement edge strength will be enhanced by a
thickened asphalt edge and the underdrains.
In addition to the above pavement improvements, the
project will include repair of deficient sanitary sewer
sections, replacement of a 4" water main under Holly Road
and storm sewer improvements (see pages 4 - 11 of
engineering report},
Public input
There have been two public information meetings and a
questionnaire. Minutes of the meeting and questionnaire
results are shown in Appendix B of the preliminary
engineering report.
Assessments and project costs
The City's assessment policy provides for abutting
property owners to be assessed for street reconstruction.
The preliminary assessments are $51 to $54/front foot.
This results in individual assessments ranging from $4,000
to $6,000. A preliminary assessment roll showing footages
and assessments by property is attached .

The total estimated project cost is $498,900. A breakdown
of proposed funding is shown on page 13 of the attached
preliminary engineering report.
Project budget
The current CIP budget for this project is $462,300.

TO WHOM IT MAY CONCERN:
WHEREAS, the City Council of the City of Hopkins, Hennepin
County, Minnesota, deems it necessary and expedient
that the improvement hereinafter described be made,
NOW, THEREFORE, notice is hereby given that the City Council
will hold a public hearing on said improvement at the
following time and place within the said City.

The general nature of the improvement is street
reconstruction, installation of edge underdrains,
repair of deficient sanitary sewer main,
replacement of water main, and installation of
bituminous overlay on Preston Lane, parts of
Ashley Road, parts of Holly Road. The area to be
assessed is those parcels adjacent to Preston Lane
between Ashley Road and Interlachen Road, and
those parcels adjacent to Holly Road from Goodrich
Street to Holly's terminus.
THE TOTAL ESTIMATED COST OF SAID IMPROVEMENT IS $498,900.00
It is proposed to assess every lot, piece or parcel of land
benefited by said improvement whether abutting thereon or
not, based upon benefits received without regard to cash
valuation.
Persons desiring to be heard with reference to the proposed
improvement should be present at this hearing.
This Council proposes+to proceed under the authority granted
by Chapter 429 MSA.

RESOLUTION 97-119
RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING
ASHLEY ROAD, HOLLY ROAD, PRESTON LANE, PROJECT 97-12
WHEREAS, a resolution of the City Council adopted the 16th
day of November, 1997, fixed a date for a Council hearing on the
proposed improvement of Ashley Road, Holly Road, and Preston
Lane, (Project 97-12) including street reconstruction,
replacement of deficient utilities, and installation of
bituminous overlay, and
WHEREAS, the Council deems it appropriate and expedient to
make such improvements, and
WHEREAS, ten days mailed notice and two weeks published
notice of the hearing was given, and the hearing was held thereon
on the 16th day of December, 1997, at which all persons desiring
to be heard were given an opportunity to be heard thereon,
NOW, THEREFORE, be it resolved by the City Council of the
City of Hopkins, Minnesota:
1. Such improvement is hereby ordered as proposed in the
Council resolution adopted by 18th day of November,
1997.
2. Bolton and Menk, Inc. is hereby designated to prepare
plans and specifications for the making of such
improvement.
Adopted by the City Council of the City of Hopkins this 16th day
of December, 1997.
