Staff recommends approval of the following motion: Move to approve a five percent rate
increase for parking permit fees for the year 1998
Overview
APPROVAL OF RATE INCREASE FOR PARKING PERMIT FEES FOR 1998
The parking permit rates have increased each year since 1990. This increase has been by
approximately five percent on all permits except single day /event permits, which have increased
by more than five percent in the last two years. The annual increases in permit rates help pay for
increased printing (brochures and maps) and maintenance costs for public parking lots.
Staff is recommending increased parking permit fees for the year 1998 as follows, based upon
the rate of five percent and rounded to the nearest dollar: $115.00 per year, $34.00 per quarter,
$17.00 per month, and $2.00 single day /event.

Primary Issues To Consider
Is a parking permit rate increase necessary?
The rate increase is necessary as printing and maintenance costs are also increasing in 1998.
The rate increase helps fund increasing maintenance costs to public parking lots including the
municipal ramp on an annual basis. Another funding source is the revenue generated from
parking fines; however, as shown on the enclosed parking fine revenue report, there was a
decrease in revenue from parking fines this year. The decrease in parking fines leaves the City
with less funds available to pay for future maintenance costs.
What were the permit rates in previous years?
The following rate schedule shows what the rates were in previous years:
1997 fees: $110.00 per year, $32.00 per quarter, $15.00 per month, and $2.00
single day /event,
1996 fees: $105.00 per year, $30.00 per quarter, $14,00 per month, and $1.50
single day /event.
1995 fees: $100.00 per year, $28.00 per quarter, $13.00 per month, and $1.00
single day /event.
1994 fees: $96.00 per year, $26.75 per quarter, $12.00 per month, and $1.00
single day /event.
Alternatives
The Council has the following alternatives regarding this issue:
1. Approve the action as recommended by staff.
2. Deny the request for approval of the parking permit rate increase.
3. Continue for additional information.
