Memo- City/HRA-Owned Property S of Excelsior Blvd Btwn 11th ave & 8th Ave SMemorandum To: / The Honorable Mayor and City Council From: /Jim Kerrigan, Planning & Economic Development Director Date: January 7, 1998 Subject: City /HRA -owned Property South of Excelsior Boulevard Between 17th Avenue and Eighth Avenue South PLANNING & ECONOMIC DEVELOPMENT Based on previous direction provided by the Council, staff has been talking with various individuals from time to time concerning development of the above property. Recently staff was approached by a group that is very interested in the site. They are looking at constructing an approximately 5,000 square foot, single level office building. The structure and parking area would be located on the property just east of the water tower to Eighth Avenue South. As part of their site plan they would be willing to provide an easement for City vehicles accessing the water tower /pump house; however, they are not willing to provide a roadway for Wendy's traffic at some future date. If there is an interest on the part of the Council to try and facilitate this project, this group would proceed to refine the site plan and budget. No specific purchase price has been discussed. In previous discussion concerning redevelopment on the above site there has been a question raised about the future plans for the City -owned property south of Excelsior Boulevard between Fifth and Eighth Avenues South. The following are some comments concerning this property: It would be very difficult to develop because of the narrow width, approximately 75 feet in this area, and with setbacks, this width is further reduced. Several alternatives have been identified in the 1995 County Road 3 Corridor Study for the roadway in this area. One would keep the roadway within the existing alignment. Under this scenario it has been proposed that the City -owned property would be landscaped. A second, more long -term option would be to shift the roadway to the South into the City -owned property. This shift would be undertaken basically for the following reasons: • accommodate future LRT • possible redevelopment of properties in this area north of Excelsior Boulevard • allow for berming and landscaping between road and parking areas on north side To facilitate this alternative, a development west of Eighth Avenue would probably also not be possible, as this shift would need to take place beginning approximately 400 feet west of Eighth Avenue. The park/ride site would no longer be needed if the "depot" option is implemented. From a staff perspective, however, there still may be a desire to retain parking somewhere in this area. Presently a number of employees from the Post Office use this lot, so with more intense use of the downtown Tots this could be a viable area for offering free or low cost employee parking. Attached is information concerning this matter, which will be discussed in more detail at the January 13 work session. Business districts. Subdivision 1. Description. The business (B) districts are in three categories designated as B -1, B -2 and B -3. Subd. 2. The permitted uses of any Zand or structure in a B district are those uses indicated by the mark "X" and shall be further subject to those certain special limitations, requirements and regulations pertaining to those B district uses specially designated by the following marks: (I), (2) and (3). (1) means that the use is prohibited on the ground floor; (2) means that a conditional use permit is required; (3) means not more than three devices allowed. Subd. 3.
