CR 98-11 Approval of Rate Increase for Parking Permit Fees 1998January 13, 1998• APPROVAL OF RATE INCREASE FOR PARKING PERMIT FEES FOR 1998 Proposed Action Staff recommends approval of the following motion: Move to approve a five percent rate increase for parking permit fees for the year 1998. Overview At their last meeting the Council tabled staffs recommendation for a parking permit fee increase and requested staff to review the reasons for the parking fine revenue decrease in 1997. Staff talked to Heather Alex, administration services manager, who drafted the enclosed memorandum for your review. The parking permit rates have increased each year, since 1990, by five percent on all permits accept single day /event permits, which have increased by more than five percent in the last two years. The annual increases in permit rates help pay for increased printing (brochures and maps) and maintenance costs for public parking lots. Staff is recommending increased parking permit fees for the year 1998 as follows, based upon the rate of five percent and rounded to the nearest dollar: $115.50 per year; $34.00 per quarter; $17.00 per month; and $2.00 single day /event. The rate increase is necessary as printing and maintenance costs are also increasing in 1998. The rate increase helps fund increasing annual maintenance costs to public parking lots including the municipal ramp. Another funding source is the revenue generated from parking fines; however, as you can see from the enclosed parking fine revenue report, there was a decrease in revenue from parking fines this year. The decrease in parking fines leaves the City with less funds available to pay for future maintenance costs. What were the permit rates in previous years? The following rate schedule shows what the rates were in previous years: 1997 fees: $110.00 per year, $32.00 per quarter, $15.00 per month, and $2.00 single day /event. 1996 fees: $105.00 per year, $30.00 per quarter, $14.00 per month, and $1.50 single day /event. 1995 fees: $100.00 per year, $28.00 per quarter, $13.00 per month, and $1.00 single day /event. 1994 fees: $96 00 per year, $26.75 per quarter, $12.00 per month, and $1.00 single day /event. • What are possible reasons for the decrease in parking fine revenues? The enclosed memorandum from Heather Alex offers possibilities for the decrease in parking fine revenues. Alternatives The Council has the following alternatives regarding this issue: 1. Approve the action as recommended by staff. Deny the request for approval of the parking permit rate increase. Under this action, the rates will remain the same as last year; therefore, less funds will be collected for parking lot maintenance in 1998. 3. Continue for additional information. With this action the rates will remain the same; therefore, less funds will be collected for maintenance in 1998. The average .decrease over the life of the system is about 30% per year, with the larger decreases occurring over the last 5 years. From the police department's perspective, I can offer the following observations as having an impact on parking revenues, especially over 1996 -1997: • Overall improvement in compliance (probably responsible for about 75% of the decrease in revenue) — this follows previous years' patterns and is a direct result of diligent enforcement and education efforts over the years. • An increase in parking time limits on some city streets (2 hr parking expanded to 3 hr parking) and in the parking ramp (3 hr expanded to 3.5 hr). • A concerted effort to exercise greater discretion and customer service attitude in issuing citations. It is difficult to tie revenues to enforcement efforts; in a good enforcement program a decrease in revenues should occur as the goals of the program (compliance) are accomplished. Variations in the amount of revenues will occur due to many variables which are hard to predict.
