Council at its November 5 meeting authorized an engineering services agreement with Howard R. Green Company to undertake a phase 1 inspection program of residential sump pumps. The aim of the program is to identify illegal connection of these facilities with the sanitary sewer system and to order compliance with the City Code. The Metropolitan Council Environmental Services is sponsoring a matching loan program to those cities undertaking programs to reduce clear water inflow into the metro -wide sanitary sewer system. The loan program calls for a Council resolution authorizing staff to submit an application form. What does the loan program offer? MCES is offering a limited number of loans up to $40,000 to communities who seek to control clear water inflow into the sanitary sewer system. Recipient communities will be required to make a matching dollar expenditure on such a project. Over a period of five years each community that receives a loan will be required on the projects anniversary date to provide certification that the project is successful. For each year that the project can be certified as successful, repayment of the loan funds will be forgiven.
