SUMP'PUMP INSPECTION PROGRAM

Staff recommends adoption of the following motion: Move that Council adopt
Resolution 98 -06, Resolution Authorizing MCES Loan Application - Hopkins 1/1 Proiect.
Council at its November 5 meeting authorized an engineering services agreement with
Howard R. Green Company to undertake a phase 1 inspection program of residential
sump pumps. The aim of the program is to identify illegal connection of these facilities
with the sanitary sewer system and to order compliance with the City Code.
The Metropolitan Council Environmental Services is sponsoring a matching loan
program to those cities undertaking programs to reduce clear water inflow into the
metro -wide sanitary sewer system. The loan program calls for a Council resolution
authorizing staff to submit an application form.
What does the loan program offer?
MCES is offering a limited number of loans up to $40,000 to communities who
seek to control clear water inflow into the sanitary sewer system. Recipient
communities will be required to make a matching dollar expenditure on such a
project.
Over a period of five years each community that receives a loan will be
required on the projects anniversary date to provide certification that the
project is successful. For each year that the project can be certified as
successful, repayment of the loan funds will be forgiven.
Recommendation
Staff recommends adoption of Resolution 98 -06 that clears the way for
submittal of a loan application form.

RESOLUTION AUTHORIZING MCES LOAN APPLICATION -
HOPKINS I/I PROJECT
WHEREAS, Metropolitan Council Environmental Services is
making loan funds available to municipalities for the purpose of
fostering sanitary sewer inflow /infiltration control projects,
and
WHEREAS, the City of Hopkins is about to undertake a
residential sump pump inspection program for the purpose of
eliminating clear storm water discharge into the sanitary sewer
system,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HOPKINS, MINNESOTA:
The engineering superintendent is hereby authorized to
submit a loan application on behalf of the City to the MCES
Matching Loan Program and is hereby designated the contact
person in all matters concerning the loan application.
Adopted by the City Council of the City of Hopkins this 3rd day
of February, 1998.
