CR 98-21 Approve Order Bids 6th Ave NJanuary 29, 1998 Proposed Action. APPROVE PLANS AND ORDER BIDS 6TH AVENUE NORTH STORM SEWER, PROJECT 97 -11 HOPKINS PLAZA /HOME CENTER STORM SEWER, PROJECTS 97 -08 Staff recommends adoption of the following motion: Move that Council approve plans and authorize bidding for 6th Avenue North storm sewer improvements, Project 97 -11, and reorder bids for the Hopkins Plaza /Hopkins Home Center Storm Sewer, Project 97 -08. Overview. Council at its December 2, 1997 meeting authorized RCM Associates to develop plans for 6th Avenue North storm sewer improvements from 3rd to 1st Street North. Direction was also given to divert as much storm runoff north of T.H.7 as possible to the Eisenhower Community Center pond. RCM has completed these plans for Council consideration. Staff and the consultant conducted a public information meeting concerning those plans on January 27. Nature of improvements Plans call for the installation of a 42" storm sewer pipe from 3rd Street North to its connection with an existing trunk sewer at the 1st Street North /6th Avenue intersection. The 3rd Street /6th Avenue intersection profiles will be lowered approximately one foot to aid in the containment of localized flooding to street areas during intense rainfall events. This same intersection will see the installation of 12 catch basins to facilitate diversion of ponded waters on the street into the trunk system itself. Installation of the 42" pipe over the 2 -block length necessitates lowering of the sanitary sewer main in 6th Avenue and replacement of residential sanitary services at least to the roadway edges. Residential water services on the west side of 6th Avenue will be replaced from the water main to the individual curb boxes. The 6th Avenue roadway width will be narrowed 1 foot on either side to accommodate the placement of new curb and gutter without damage to existing boulevard trees. The additional site to this project is one located between T.H.7 and the North Service Drive from Elmo Service Road eastward to the Eisenhower Center pond. This phase of storm sewer involves installation of 30" to 42" pipe to divert drainage on the north side of T.H.7 beginning at a current crossing 'under the highway near Elmo Service Road eastward and to intercept all other drainage that now crosses the highway and carry it to the Eisenhower Pond. Pond outlet characteristics will be changed to promote greater storage volumes and potentially increasing localized flooding of short duration on the Oakridge Golf Course. Staff and the consultant have been coordinating plan design and execution with the Oakridge representative. Costs The engineer estimates project costs at $521,000 for construction and an additional $109,000 for engineering services, for a total of $630,000. Funding is anticipated to be in the form of a loan from the sanitary sewer enterprise fund. Final project completion Substantial completion is defined as all contract work complete except the final street bituminous wear course. O Hopkins Plaza /Home Center Project Plans were approved by Council in 1997 and bids were taken. Because of extremely high quotes, Council chose to rebid, this project as part of the 6th Avenue storm sewer improvements. Council will need to formally take action to revive this project. Anticipated funding source for this project is TIF.
