Minutes of the November 28, 2023 Planning & Zoning Commission MeetingHOPKINS PLANNING & ZONING COMMISSION DRAFT REGULAR MEETING PROCEEDINGS NOVEMBER 28, 2023 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning & Zoning Commission was held on Tuesday, November 28, 2023 at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Chairperson Wright called the meeting to order with Commission Members Nur, Goodlund, Terrill and Fauchald attending. Commissioners Ilstrup and Green were absent. Also present was City Planner Krzos. ADOPT AGENDA Motion by Terrill. Second by Nur. Motion Adopt Agenda as presented. Ayes: Nur, Goodlund, Terrill, Fauchald, Wright. Nays: None. Absent: Illstrup, Green. Motion carried. COMMUNITY COMMENT None. CONSENT AGENDA Motion by Goodlund. Second by Terrill. Motion Approve the Consent Agenda 1. Minutes of the October 24, 2023 Planning & Zoning Commission Meeting Ayes: Nur, Goodlund, Terrill, Fauchald, Wright. Nays: None. Absent: Illstrup, Green. Motion carried. PUBLIC HEARING 1. 2023-15 Development Code Text Amendment Related to Signage City Planner Krzos summarized Planning & Zoning report 2023-15. City staff initiated an ordinance amendment to clarify the definition of sign area and also to add walkway and pedestrian wayfinding signage as an allowable sign type. Chairperson Wright opened the public hearing. No one from the public came forward to speak on the item. Motion by Terrill. Second by Nur. Motion Close the Public Hearing. Ayes: Nur, Goodlund, Terrill, Fauchald, Wright. Nays: None. Absent: Illstrup, Green. Motion carried. Motion by Goodlund. Second by Terrill. HOPKINS PLANNING & ZONING COMMISSION DRAFT REGULAR MEETING PROCEEDINGS NOVEMBER 28, 2023 Discussion from the Commission was generally supportive of the ordinance amendment. Motion Adopt Planning & Zoning Resolution 2023-16, recommending the Hopkins City Council approve an ordinance amending the Hopkins Development Code regarding signage. Ayes: Nur, Goodlund, Terrill, Fauchald, Wright. Nays: None. Absent: Illstrup, Green. Motion carried. The first reading of the proposed ordinance will be considered by the City Council at their December 5 meeting. OLD BUSINESS None. NEW BUSINESS 1. Election of a New Vice-Chairperson With the election of Vice-Chair Ben Goodlund to the City Council the Planning & Zoning Commission must elect a new Vice-Chairperson. Chairperson Wright asked the Commission for nominations. Commissioner Goodlund nominated Commissioner Green. Chairperson Wright nominated Commissioner Terrill. Chairperson Wright asked for a show of hands for Commissioner Green. Commissioner Goodlund raised his hand. Chairperson Wright asked for a show of hands for Commissioner Terrill. Commissioners Terrill, Fauchald, Wright and Nur raised their hands. Motion by Wright. Second by Fauchald. Motion Elect Commissioner Terrill to the position of Vice-Chairperson. Motion carried. 2. Educational Topic: Planned Unit Developments City Planner Krzos presented an overview of Planned Unit Developments (PUDs) for educational purposes. COMMUNITY COMMENT Lynn Bialick, resident at 320 5th Avenue North, ANNOUNCEMENTS City Planner Krzos updated the Commission on past projects and upcoming agenda items.
