Staff recommends adoption of the following motion: Move that Council adopt
Resolution 98 -009. Resolution Approving Plans and Specifications, 1998 Street
and Utility Improvements and 1998 Alley Improvements, Proiects 97 -12 and 97-
16 and authorizing bids.
The proposed action approves plans and authorizes bids on an assessable
project for street improvements as well as for improvements which are not being
assessed. The non - assessed improvements include street mill & overlay and
reconstruction of the alley just north of the Hopkins Center for the Arts. Staff is
negotiating a new easement from US West in lieu of an assessment for the alley
reconstruction. City Council, at its December 16, 1997 meeting, conducted a
public hearing concerning the 1998 Interlachen neighborhood street and utility
improvements. Council authorized the project to proceed allowing the
preparation of plans and specifications. Council authorized plans on the 1998
alley project at its December 2, 1997 meeting. Bolton & Menk, Inc. (BMI) have
prepared the plans and staff now seeks authorization to continue to the bidding
phase.

There have been three public information meetings. The latest one was held on
February 9 - three people attended. City staff and engineering consultant
presented final design plans and project schedule and answered questions.
There has been very little public opposition expressed at any of the meetings.
• Project Design Specifics
Interlachen streets to be reconstructed:
Construction will include: 1) drainage improvements - street slope, more
pavement edge catch basins and storm sewer pipes; 2) sanitary sewer pipe
replacement where necessary based on video camera inspection; 3) replacing
4" water main with new 6" main under Holly Road; 4) water and sanitary sewer
service line replacement where necessary based on field inspection; and 5) new
pavement section including aggregate base course, thickened asphalt pavement
edges, 4" perforated pavement edge underdrain system.
Mill and overlay streets:
Construction will include edge milling on curb & gutter streets, spot pavement
and curb repairs where necessary, replacing substandard manhole frames and
castings and 1.5" asphalt overlay. 1 Street South and 10"' Avenue North will
be completed by June it to prevent conflict due to 11 Avenue South utility
and street reconstruction work associated with the Excelsior Boulevard
improvement project.
Alley reconstruction:
Construction will include placing new 12' wide concrete alley pavement;
improving drainage by adjusting alley slope, installing two catch basins, 100' of
storm sewer pipe, and installing underground connection for US West building
sump discharge; modifying existing parking area behind HCA to reverse parking
stall angle and provide three handicap stalls and three general stalls, stripe area
north of alley to provide up to eight parallel parking stalls along US West
building (subject to obtaining easement - see attached easement drawing), and
installing a new sidewalk from HCA parking area to 11 Avenue sidewalk.
Contractor bid schedule includes an alternate bid item for replacing existing
asphalt parking area with concrete.

• Estimated Project Costs and Funding
The 1998 -2002 CIF shows a 1998 street improvement budget of $389,900, an
associated utility improvement budget of $185,000 and a 1998 alley project
budget of $30,000. Total project budget = $604,900
The estimated project costs are as follows:
Construction cost estimate: $529,975 (includes 10% contingency)
Engineering Services Fees: $101,400 (includes 5% contingency)
Admin/Finance /Legal: $ 28,900
Total Project Estimate: $660,275
The estimated amount to be assessed = $160,000
Total estimated utility fund costs = $184,000

February 17: Approve plans & order bids
March 12: Bid Opening
March 17: Review bids, assessment roll & order assessment hearing
April 7: Assessment Hearing
May 19: Award bid
June 1: Begin construction
WHEREAS, pursuant to a resolution passed by the Council on December 16, 1997, plans and
specifications for improvements to Preston Lane from Ashley Road to Homedale Road, Holly Road from
Goodrich Street to southem dead end, Ashley Road from Boyce Street To Excelsior Boulevard, 1 Street
South from 1 1 a' Avenue to 8' Avenue, 10"' Avenue North from Mainstreet to 1 Street North and the
east -west alley just north of Hopkins Center for the Arts have been prepared by Bolton & Menk, Inc., and
have presented such plans and specifications to the Council for approval,

NOW THEREFORE, BE IT RESOLVED by the City Council of Hopkins, Minnesota:
1. Such plans and specifications, as copy of which are attached hereto and made a part hereof,
are hereby approved and ordered placed on file in the office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement
under such approved plans and specifications. The advertisement shall be published three
times at least three weeks before date set for bid opening, shall specify the work to be
done, shall state that bids will be received by the clerk until 8 :30 a.m., on the 12 day of
March, 1998, at the City Hall and that no bids shall be considered unless sealed and filed
with the clerk and accompanied by a certified check or bid bond, payable to the City of
Hopkins, Minnesota for 5% of the amount of such bid.
3. The clerk and city engineer are hereby authorized and instructed to receive, open and read
aloud bids received at the time and place herein noted, and to tabulate the bids received.
The Council will consider the bids an award of contract at the regular City Council
meeting of May 19, 1998, in the Council Chambers.
