Council authorized the project to proceed allowing the preparation of plans and specifications. Council authorized plans on the 1998 alley project at its December 2, 1997 meeting. Bolton & Menk, Inc. Mill and overlay streets: Construction will include edge milling on curb & gutter streets, spot pavement and curb repairs where necessary, replacing substandard manhole frames and castings and 1.5" asphalt overlay. 1 Street South and 10"' Avenue North will be completed by June it to prevent conflict due to 11 Avenue South utility and street reconstruction work associated with the Excelsior Boulevard improvement project.
