ADOPTION OF RESOLUTION 98 -008 AUTHORIZING THE SUBMITTAL
OF THE 1998 HENNEPIN COUNTY
MUNICIPAL RECYCLING GRANT APPLICATION
Staff recommends adoption of the following motion: "Move to adopt Resolution No. 98 -008 authorizing
the submittal of the 1998 Hennepin County Recycling Grant Application."
The City of Hopkins began a source - separated curbside- recycling program on February 1, 1989 in
response to County and Metropolitan Council mandates. In order to aid cities in funding their recycling
programs, Hennepin County developed a Funding Assistance Policy for Residential Recycling. In
October of 1994 the City Council passed Council Report 94 -184 which approved submittal of the
Hennepin County Recycling grant application covering a five -year period. The County has now informed
us that that this is not acceptable to the County attorney and municipalities must approve a resolution each
year in order for our grant application to be processed and funding to be dispersed.
• Is adoption of this Resolution in the best interest of the City of Hopkins?
Since Council has already approved resolution number 94 -93 which authorizes submittal of a
grant application for years 1995 -1999, approval of this resolution is merely a formality we must
take to comply with the county's request. Adoption of the new resolution will complete our 1998
grant application process and allow us to receive funding from Hennepin County for our recycling
program. Funding for 1998 will be determined by taking the SCORE funds and dividing them by
the total household count in Hennepin County. This amounts to approximately $27,500 ($.70 per
household per month x 3318 households x 12). SCORE Funds are collected through a 9.75% tax
on refuse bills.

Please provide a brief description of your city's recycling program within the space below. Include information on
promotional activities done in 97 and planned in 98. Note any major program changes from previous years.
February 23 the Recycling Coordinator participated in the Remodelers Fair, an event held at the Hopkins Community Center.
This event offered attendees from Minnetonka, Hopkins, Golden Valley, and St. Louis Park the opportunity to find out about
businesses that offered home remodeling ideas and products. Recycling information was available at this event and the
Recycling Coordinator was there to answer questions. Our display booth showed attendees samples of various products made
with recycled content and offered information on where certain items could be purchased.
We held two Clean -up events this year on April 24, 25, & 26, and again on October 16, 17, & 18. Appliances and scrap metal
were recycled at both events and we added a special collection of electronics to the October Clean -up event. Electronic
items collected were handled through the Hennepin County electronic recycling program in cooperation with PPL.
Throughout April four Reduce /Reuse /Recycle presentations were made at local schools.
Yard Waste was collected at the curb free from mid -April through mid -May and again in the fall during the month of October.
Yard waste during the rest of the season continued to be collected at the curb but a per bag (51.00) fee was charged.
Residents also have the option of using our free brush and yard waste drop off from mid -May through the end of September.
Due to the late fall this year we opened the drop off again on December 13th & 20th. Material collected from this program is
composted and offered to anyone free of charge provided they load and haul it themselves.
1998
There will be no major changes in 1998 except we may add fluorescent bulb collection to our clean -up events and update &
reprint our "Recyclopedia".

ADDENDUM
The City has determined that 60% of our residents live in multi - family housing units that
are not serviced by our curbside collection. When multi-family is included in our total
waste generation figure of 7394 tons per year, our recycling percentage equals 17% .
When multi family tonnage is removed from the curbside residential percentage the
recycling percentage for curbside -only, is 34 %.
Hopkins Waste Generation = 7394
60% multi - family waste generation = 4436
40% curbside residential waste generation = 2958
Curbside: 1033.33 divided by 2958 = 34%
Multi- family: 286.89 divided by 4436 = 6%
Combined: 1320.22 divided by 7394 = 17%
* The method used for determining household count was a count of all households
where we delivered recycling bins. It has been updated whenever we have added or
deleted new households.
** The Appliance tonnage listed under the drop -off was added entirely to residential
collection because they were collected at our twice yearly bulk drop off which is
offered only to residential refuse customers.

RESOLUTION NO. 98 -008
AUTHORIZING THE SUBMITTAL OF THE 1998 HENNEPIN COUNTY
RECYCLING GRANT APPLICATION
WHEREAS, Pursuant to Minnesota Statue 115A.551, by December 31, 1996, each county
in the metropolitan area will have as a goal to recycle a minimum of 45 percent (45 %) by weight of
total solid waste generation, and each county must develop and implement or require political
subdivisions within the county to develop and implement programs, practices, or methods designed
to meet its recycling goal; and
WHEREAS, Pursuant to Minnesota Statue 115A.552, counties shall ensure that residents
have an opportunity to recycle and through Hennepin County Ordinance 13 requires each city to
implement a recycling program to enable the County to meet its recycling goals; and
WHEREAS, the County has adopted a Hennepin County Residential Recycling Funding
Policy to distribute funds to cities for the continued development and implementation of waste
reduction and recycling programs through 1999; and
WHEREAS, to be eligible to receive these County funds, cities must meet the conditions set
forth in the "funding policy "; and
THEREFORE, BE IT RESOLVED, that the City of Hopkins, City Council authorizes the
submittal of the Hennepin County Residential Recycling Program; 1998 Municipal Recycling
Grant Application and further authorizes the City Manager or his designee to execute such grant
agreement with the County.
Adopted by the City Council of the City of Hopkins this 17th day of February 17, 1998.
