Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize the
Mayor and Citv Manager to enter into an agreement with Martinez Corporation for
orthophoto mapping services.
Overview.
In 1996 staff foresaw the need for updated city -wide aerial photography and
topographic maps. By the end of that year Council had approved placement of such a
mapping project in the CIP for 1998. In keeping with that timetable, staff recently
undertook an RFP process to solicit quotes for photogrammetric engineering services
from three local firms. This report recaps the rationale for updated mapping and the
results of the RFP process.

Primary Issues to Consider.
O Need for a mapping project
The City's aerial photography and topo mapping was last done in 1987.
Considerable street reconstruction and site redevelopment in the interim have
rendered the City's mapping obsolete. New photography and updated digital
mapping enhance planning and engineering functions and will be crucial elements in
providing base mapping in the staged introduction of a G.I.S. program in city
government.
• RFP process and proposals
Staff solicited responses from three firms: Martinez Corporation, Horizons Inc., and
Markhurd. All responded with proposals and interviews were conducted with the first
two firms. The proposals under consideration offered products that met the City's
requirements and were alike in many respects. Differences lay in techniques and
procedures to arrive at the final product.
Martinez and Horizons would provide new aerial photography, new contour mapping,
planemetric mapping and color orthophoto work in a digital seamless base.
Differences lay in Martinez offering to update, where needed, planemetric data
concerning building footprints and street edges and revisions of curvilinear line work
and Horizons offering to completely redo the planemetrics Horizons also
represented to provide a product with greater vertical datum accuracy.
The Horizon proposal exceed City specifications as noted in the RFP solicitation. In
fact the proposal set a product standard the City had not anticipated. Suddenly staff
had a clearer notion of what mapping was available at a cost less than what had
been anticipated in the CIP.
Martinez proposed to offer its mapping services as discussed above at a cost of
$39,085.00. The Horizons proposal came to $39,460.00. Staff perceived a value in
Horizons' increased vertical accuracy and planemetric mapping in excess of the
$375.00 difference in the two proposals and was prepared to recommend offering
the contract to Horizons. In fairness to Martinez, now that the City had a clear idea
of what it wanted, staff approached the firm to inquire if it wanted to resubmit a
proposal for services similar to Horizons'. Martinez did resubmit, and without
knowledge of the Horizons quote amount, stood by its original asking price.
O Staff Recommendation
Both candidates under consideration are reputable photogrammetric engineering
firms with records of delivering quality mapping services. The Martinez and Horizons
proposals meet the City's expectations. Staff recommends contracting with Martinez
Corporation to complete the City's orthophoto mapping project. A revised Martinez
proposal will be distributed at the Council meeting.

Reference is made to your RFP of January 9, 1998 and our subsequent conversations.
Accordingly, we are pleased to furnish our revised proposal for aerial survey services of
the City of Hopkins.

We will obtain true color aerial photography at 1" =425' with a precision mapping camera
system during the spring 1998 photography season. This color photography will be used
for preparing the topographic mapping and digital orthophotos described below.
GROUND CONTROL
It is understood that your forces will furnish the necessary control for the mapping. We
will supply you with photo identifiable control points on 9 "X 9" contact prints.

AEROTRIANGULATION
The 1" =425' color aerial photography and ground control described above will be used to
perform fully analytical aerotriangulation to establish both horizontal and vertical
supplemental control for orienting individual photogrammetric models.
TOPOGRAPHIC MAPPING
We will digitally collect the planimetric mapping and Digital Terrain Model (DTM) data
at a designed scale of 1" = 100', showing 2 -foot contour interval with the 1" =425' aerial
photography. We will collect the same planimetric detail as the cities existing mapping.
Hardcopy delivery will consisit of reproducible mylars in an ''A section format at a scale
of 1" =100'.
Digital delivery will consist of 2D planimetric, 3D contours, 3D DTM files on CD ROM
suitable for Microstation in an 'A section format. We will use the City of Hopkins
level /layer structure that was received on February 3, 1998 when formatting the files.
There is no additional costs and /or savings for this.
MAP ACCURACY and LIABILITY
By accepting this proposal, you agree the work described herein will meet your intended
purpose. The use of this map for a purpose other than that which it was originally
designed may render the map unreliable
Except where the ground may be obscured, map accuracy will comply with National
Mapping Accuracy Standards. Briefly, these state that 90% of all well defined features
shall be correct within 1/30 inch, and 90% of all elevations correct within 1/2 - contour
interval. If areas are obscured, contours will be dashed to indicate they are approximate.
The accuracy standards should be applied only to the basic scale and contour interval of
1" =100', 2' contour interval for which the maps were designed. All work will be done
with the 1"=425' color aerial photography. This will result in increased accuracy for
individual spot elevations and horizontal positions.
Martinez Corporation's liability, in the production or use of the maps, for any
inaccuracies that may be found in these maps, shall be limited to the correction of such
inaccuracies, and shall not exceed the contract value of the maps. No representations or
warranties are made other than those stated herein.

DIGITAL ORTHOPHOTO
The Color Digital Orthophotos will be created on our LeicalHelava Digital
Photogrammetric Work Station. We will scan the 1" =425' color aerial negatives at 850
Dots Per Inch (30 microns) on our Vexcell Imaging 3000 Plus Photogrammetric Scanner.
We will use the aerotriangulation solution and DTM produced on our Wild BC 1 for
controlling these Orthophotos. These Digital Orthophotos will meet National Mapping
Accuracy Standards at the scale of 1" =100' for which they are designed.
Hardcopy delivery will consist of black and white orthophotos plotted on reproducible
mylar in an 'A section format.
Digital delivery will consist of color TIFF files and TFW ESRI georeferencing files on
CD ROM in an ''/ section format.
PERFORMANCE SCHEDULE
We would normally expect the final maps to be delivered within 35 -45 working days
after receiving the completed ground control.
COST FEE SCHEDULE
Our charge for the services described above will be as follows:
1. Yellow Area with 100 foot overlap $38,565.
2. Yellow Area with 200 foot overlap $39,085.
When using control information provided by other than our own forces, an additional
charge of $55.00 per hour will be made for excess office time, if any, due to erroneous
control information.

PAYMENT TERMS AND CONDITIONS
Fees, as stated, shall remain in effect for 45 days from the date of the proposal. If the date
of acceptance occurs after this time period, we reserve the right to revise our fees and
resubmit this proposal based on the present conditions.
Shipments other than First Class Mail will be in addition to our proposed fee.
We will submit monthly invoices for the percentage of the work completed. Terms of
payment will be net due 30 days from the date of the invoice, and will be subject to a
1.5% service charge on the balance each month thereafter.
We appreciate the opportunity of furnishing this proposal and look forward to being of
service. Receipt of your purchase order based on this proposal will serve as our contract
and notice to proceed.
