MINUTES OF THE CITY COUNCIL WORK SESSION
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, November 18, 2008
Mayor Maxwell called the meeting to order at 8:25 pm. Present were Mayor Maxwell and Council
members Halverson, Brausen, Youakim and City Manager Rick Getschow

• City Manager Getschow reminded City Council the Police Reserve banquet was going to be held on
Saturday, November 22nd
• City Manager Getschow provided a brief update that he received from Steve Stadler regarding the
Minnesota Department of Agriculture's investigation into the mosquito spraying that occurred in the
Interlachen neighborhood park in July of this year.
City Manager Getschow stated that and staff had met with the County Assessors and began discussing
what the 2009 property values would be. The 2009 values will affect the 2010 budget and tax levy. It
appears that the 2009 residential values will be decreasing 3-6% county-wide. Hopkins may in a slightly
different position with residential values decreasing more slightly- closer to 1-2%. While there may be a
slight decrease in residential values there might be a slight increase in commercial values. More
information will be forthcoming in January 2009.
City Manager Getschow stated that a contract is being finalized between the city and Hennepin County
Technical College for the old ladder truck to be given to the Technical College in return for $19,900 of
training for the Fire Department. This is considered awin -win for all concerned.
City Manager Getschow stated that there will be a joint meeting with the Hopkins School Board on
November 25th at City Hall.
City Manager Getschow stated that the staff is close to coming to an agreement with an apartment
complex in Hopkins to work on our goal of having a rental community citizen engagement project. This
also may be a topic to be addressed with the school district meeting next week.
City Manager Getschow stated that the potential developer of Mayon Plastics will be coming forward at
the November 25th planning commission and December 2nd Council meeting with a site plan review for a
retail development.
City Manager Getschow stated that the discussions will be under way soon with Stages regarding a
potential future facility surcharge. Council stated that they would like to see the City work on
implementing the facility surcharge on its own tickets as soon as possible. City Manager Getschow will
follow up on that.
With no further business, a motion was made by Brausen, seconded by Youakim to adjourn the meeting. The
motion passed unanimously. The meeting was adjourned at 9:15 pm.
