Staff recommends adoption ofthe following motion: Move that Council adopt Resolution 98-84, Resolution Ordering Preparation of Feasibility Report - 1999 Alley Reconstruction Project 98-14. Overview. The City has no fonnal alley paving program, but Council in the past has instmcted staffto present projects for consideration where alleys have posed maintenance problems. The ]999 CIP identifies two high maintenance alleys, and staff is proposing to upgrade them even though no petitions have been submitted. The roadways in question are those alleys in the 400 Block of 141h/15th A venues North and the 300 Block of 12th/1 3th A venues North. Primary Issues to Consider. . Resolution 98-84 ~ ~ James Gessele Engineering Superintendent . e Analysis. . Existing alley conditions The alleys under consideration are of bituminous surface having reached considerable age. Maintenance is posing a problem because of increased need for patching. In some cases adjoining properties cmmot be graded to facilitate st01111 runoff into the alley by virtue of poor roadway grades. Drainage is characterized as mostly poor to barely adequate. · Need for feasibility report Feasibility reports are a mandatory procedure in the MS Chapter 429 assessment process. In addition, feasibility reports provide Council with detailed info1111ation and are a useful basis for deciding whether to pursue improvement projects. Infomlation in the reports will give Council project costs, potential assessment amounts per lot, and the City's share of the project cost. Present policy calls for the City to assume a 20% share of the project costs. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 98-84 RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORT 1999 ALLEY RECONSTRUCTION PROJECT, PROJECT 98-14 WHEREAS, the alleys in the 400 Block of 14th/l5th Avenues North and the 300 Block of 12th/l 3th A venues North are deemed to be in deteriorated condition, and WH EREAS, City staff is requesting that the alleys be upgraded under the current assessment policy even though no petition for the upgrade has been submitted, and WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report. e NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota, that the proposed improvements be referred to the City Engineer for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
