Alley Reconstmction
Proposed Action.
Staffrecommends adoption ofthe following motion: Move that Council adopt Resolution 98-85,
Resolution Ordering Preparation of Feasibility Report - Alley Reconstmction Project 98-09. and
authorize agreement with Bolton and Menk Inc. for engineering services.
Overview.
Staff had identified an alley immediately south of Main street between 12thl13th Avenues South
as a potential reconstmction project in the near future. Because the City is proposing to
undetiake street improvements adjacent to this alley in 1999, it is deemed advisable to move this
project ahead on the schedule. Staff proposes to have Bolton and Menle prepare a feasibility
repOli and design of this alley reconstruction in conjunction with their already authorized
services concerning improvements on 12th and 13th Avenues South.

· Existing alley conditions
The current alley south of Mainstreet between 12th/13th Avenues South is completely
deficient in design and condition. The roadway is entirely of aggregate and other soil
type materials. Stann drainage is a problem because of minimal and critical grade.
· Need for feasibility report
Where the City anticipates special assessments to fund all or portions of public
improvements, feasibility reports are a mundatOlY procedure in the MS Chapter 429
process. Feasibility reports provide detailed information as to costs and design
considerations. They also discuss potential assessment costs and the City's share ofthe
project cost.
Present policy calls for the City to assume a 20% share of the reconstmction cost.
· Engineer's proposal
Bolton and Menk has proposed consultant services for field topography, feasibility
reporting and design at a total cost of $2, 100.00. Alley projects are usually designed and
administered in-house. fn this case stuff feels the consultant is better able to coordinate
alley constmction with proposed street improvements on both 12th and 13th Avenues
because the consultant is already retained to design those pending improvements. Staff
also finds the proposed fee to be reasonable and fair.

Staff recommends adoption of Resolution 98-85 and authOlizing an agreement with
Bolton and Menk for consultant services.

RESOLUTION NO. 98-85
RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORT
ALLEY RECONSTRUCTION PROJECT 98-09
WHEREAS, the alley south of Mainstreet between l2th/13th Avenues South is deemed to be in
deteriorated condition, and
WHEREAS, city staff is requesting that the alley be upgraded under the cun-ent assessment
policy even though no petition for the upgrade has been submitted, and
WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota, that the proposed improvements be refelTed to the finn of Bolton and Menk,
. Inc. for study and that they be instructed to report to the Council with all convenient
speed advising the Council in a preliminary way as to whether the proposed improvement
is feasible and as to whether it should best be made as proposed or in cOlmection with
some other improvement, and the estimated cost of the improvement as recommended.
