Authorize Consultant Services
South Park Valley and
Shady Oak Pond Maintenance
Proposed Action.
Staff recommends adoption of the following motion: Move that Council accept a proposal from
ReM Associates for engineering services in conjunction with maintenance of South Park Valley
and Shady Oak Ponds.
Overview.
The 1999 CIP identifies two pond maintenance projects: South Park Valley Pond near Nine
Mile Cove development and Shady Oak Pond adjacent to Shady Oak Road south ofT.H. 7. The
facility near Nine Mile Cove is a siltation pond within the Nine Mile Creek flood plain and was
last dredged in 1989. Shady Oak Pond is choked with purple loosestrife that apparently has had
a negative impact on pond storage capacity. RCM Associates has submitted an engineer's
proposal for project analysis, plan/specification development, constmction administration and
inspection.

In preparing the Stom1 Drainage System Maintenance segment of the 1999-2003 CIP,
staff was unsure as to the level of maintenance needed on the two ponds under
consideration. Assuming full dredging of both facilities in a worst case scenario, staff
alTived at an estimated project cost of$160,000.
Not sure of the work scope required, the City approached RCM Associates for a proposal
that would focus on providing a scope and placing plan development on a fast track. The
accelerated pace was required to capitalize on the winter months ofFebmary and March,
prime months for pond maintenance. ReM has submitted a proposal that answers the
City's needs.
. Consultant proposal
In the case of South Park Valley Pond the consultant's initial concept is to dredge
existing sediments and move them off-site for disposal. He suspects however that the
various pennitting agencies controlling water ways may require modifications to the
sedimentation basin design to ensure maximum utilization of the facility. It is possible
that the City may be able to leave dredged material on site at strategic locations to direct
more creek flow through the basin.
Shady Oak Pond requires considerable more analysis. The pond is extensively infested
e with purple loosestrife. The engineer proposes to remove this vegetation to enhance pond
capacity but then faces an unknown concerning additional dredging of the pond bottom.
The engineer proposes to detem1ine pond depths and characteristics now. He also needs
to conduct a storm drainage analysis with a view to providing an outlet to the pond in the
future. Lastly, he needs to review a program ofbiological control for the possible
reCUlTence of the loosestrife.
ReM's engineering cost proposal is detailed in the attached memo. The fee range is
approximately $40,000-52,000.

Staff has reviewed the ReM proposal and finds that it meets the City's needs and is fair
and reasonable in cost. Staff recommends approval of the proposal.
