Re: 2 "d Street North Sidewalk Update
This memo updates the Council on background information and staff
recommendations for a proposed sidewalk on the north side of Minnetonka Mills
Road.
Background
A sidewalk and trail plan was completed for the City in 2002 by SRF Consulting
Group Inc. The attached figure (Figure 7) shows this plan. The plan included an
on -road bike route from Maetzold Field to Burnes Park along 2" Street N. Since
this plan was adopted, the on -road bike route was changed to a sidewalk, which has
been constructed on 2 " Street N from Maetzold Field to 5 th Avenue N. The plan
was not formally updated.
Alternatives
Figures 2, 3, and 4 show three alternatives for sidewalk and trail from Burnes Park
to 5 th Avenue North. All three figures show an extension of the trail through Burnes
Park to the property at 203 5 th Avenue N. The City Standard for sidewalks is 6 feet,
but staff feels it may be appropriate to consider a 5 foot sidewalk to minimize the
impacts to the adjacent property owner.
Figure 1 shows the standard sidewalk/boulevard /curb configuration that is the City
Standard design. Staff prefers to set sidewalks away from the proposed back of curb
to allow for snow storage, signage and provide a safety buffer between pedestrians
and motorized vehicles. In this case, to avoid a large tree near the driveway of this

property, a portion of the sidewalk is set back approximately 10 feet from the back
of curb.
Figure 2 shows the trail ending at the 203 5 th Avenue N property and exiting out into
the street. Pedestrians would need to navigate the street for approximately 150 feet
before re- entering the sidewalk at 5 th Avenue N. This particular street is not a heavy
traffic corridor that is especially dangerous for pedestrians, however, it does present
an inconvenience for pedestrians and does not promote the use of the regional trail
and highly developed City park.
Figure 3 shows a compromise sidewalk configuration that is placed directly behind
the curb at 203 5 th Avenue N. The first alternative puts the sidewalk approximately
25 feet from the house and would likely be perceived as overly intrusive. As 2nd
Street N is not a heavy traffic street, the need for a buffer between the sidewalk and
street is less critical. This is the preferred option of City Staff.
In this segment, the street is being narrowed by 3 feet, so the proposed sidewalk
would be a green space encroachment of 2 or 3 feet. Figures 4 and 5 show before
and after renderings of the property to get a feel for the impact of the sidewalk.
Figure 4 shows a 6 foot sidewalk, while Figure 5 shows a narrower 5 foot sidewalk.
We look forward to discussing this at the Council workshop this Tuesday night.
