County Road 73 and Hwy 7 Task Force Formation
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve
proposed Co Rd 73 and Hwv 7 task force formation.
Backoround/Overview.
In October 1997 staff presented a feasibility report prepared by SRF Consulting
GrouPt, Inc. The scope of this report included the Co Rd 73/Co Rd 5 intersection,
the 5 h Street North/Minnetonka Mills Road area and the Co Rd 73 and Hwy 7
intersection area. City Council directed that task forces be formed to consider
improvements in each of the areas. A Co Rds 73/5 intersection task force was
. formed earlier this year and is nearing completion of its work. Staff would now
like to proceed with the formation of a task force to consider possible
improvements in the other study areas.

Analysis of Issues.
. SRF report findings and recommendations
In general, SRF reported that motorists along Co Rd 73 from Hwy 7 to 5th Street
North experience vehicular conflict, congestion, delay and associated traffic
safety problems. These problems are caused by the proximity of the TH 7
frontage road, property access on Co Rd 73 and the location and skewed
alignment of Minnetonka Mills Rd. Another contributor is the Hwy 7 intersection
traffic lane configuration and signal operations which create a Co Rd 73 level of
service that would be considered unacceptable by most motorists. SRF's
recommendations include center medians, realigning Minnetonka Mills Rd with
5th Street North, lowering the existing Co Rd 73 hill north of 5th Street to improve
sight distance, eliminating the Hwy 7 frontage road access to Co Rd 73 and
improving the Hwy 7 intersection capacity during peak traffic periods by adding
turn lanes and a revising the signal system - see attached diagrams.
. Potential Impacts to Hopkins Businesses and residents
. The 5th Street North intersection improvements will improve access to/from 5th
Street North. The Co Rd 73 raised center medians will restrict access to right-
iniright-out north of Hwy 7. The owner of MGM Liquor has not been opposed to
the proposed improvements.
The owner of Town and Country Dodge has previously expressed concern
regarding restricting southbound lane widths and installing medians on 1 ih
Avenue south of Hwy 7. They were concerned that vehicle unloading operations
and customer access would be negatively impacted. Staffs previous
recommendation was that any future improvements retain a northern driveway to
this business and the ability to safely unload transport trucks.
There is movement on a potential redevelopment of the northeast quadrant of the
Hwy 7/Co Rd 73 intersection area. Previous discussions with developers
indicated support for proposed improvements.

. Proposed Task Force Specifics
Role of Task Force: 1) Discuss and agree on existing vehicular and pedestrian
problems in this area, 2) review proposed improvements, 3) complete a process
to reach agreement on the concerns requiring attention and recommend actions
to address these concerns, and 4) report recommendations to Hopkins City
Council.
Proposed Task Force Members: Town and Country Dodge, MGM Liquor, NE
quadrant developer/s, Oak Ridge South neighborhood representative/s, other
Hopkins businesses in the area, City Council representative, City staff (as
assigned by City Manager).
Timino of Task Force: Form task force and hold first meeting by January 15,
1999 and report recommendations to City Council by March 16, 1999.
