Staff recommends adoption of the following motion: Move that Council adopt Resolution 98-28.,
Resolution for Award of Bid, Alley Reconstruction, Project 97 -16.
Overview.
Council at its April 21 meeting approved plans and ordered bids concerning reconstruction of an
alley between the Hopkins Center for the Arts and the U S West Central Office Building. A bid
opening was conducted May 15, and Council needs to take action on award of the contract.

Three bids were received and tabulated. The low bidder was Gunderson Brothers Cement
Contractors. All bids were reviewed for accuracy and qualifications. The City has
considerable positive experience with Gunderson Brothers on past sidewalk and alley
projects. The contractor has the equipment and manpower to complete the project
successfully and on schedule. Staff concurs with Bolton and Menk's recommendation that
alternate B of the contract be awarded to Gunderson Brothers. Staff feels there is
considerable value in the $3,000 additional expense for concrete parking areas. Future
maintenance issues are diminished considerably.
Funding
The engineer's estimate of $53,306.50 for option B was raised substantially over that given
in earlier project Council reports, almost $10,000.00 more. Bidding results of this past
spring have come in consistently higher than anticipated. Thus the consultant's move to
revise his estimate. When this project was grouped with the Interlachen Park bid package,
the successful low bidder would have been awarded a contract for the same work at
$63,483.40.
Funding for this project is proposed to be through the storm sewer utility.
Agreement with U S West
The City is still negotiating with U S West representatives over issues of parking sign
placement on their building and limiting their designated permitted parking to three stalls
during daytime hours.

Dear Mr. Gessele
Enclosed please find an abstract of bids for the above referenced project. We have reviewed the bids
received on May 14, 1998, for the above referenced projects. The low bidder was Gunderson Brothers
Cement Contractors for $54,549.50 (Alternate A) and $57,549.50 (Alternate B) with bids also received from
Thomas & Sons and Kassa Construction.
The latest engineer's estimate, which is shown in the bid abstract, is based on previous similar construction
projects, those bids received for Holly Road and Preston Lane, and those factors discussed in our letter to
the City dated March 23, 1998.
It is our recommendation that the low bidder, Gunderson Brothers be awarded the contract with Alternate
A or Alternate B being chosen at the City's discretion.

ALTERNATE B (CONCRETE PARKING AREA)
BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, that the
bid of Gunderson Brothers Cement Contractors in the amount of $57,549.50 is the lowest
responsible bid for the reconstruction of an alley between 1 lth/l2th Avenues North adjacent to
the U S West Building and the Hopkins Center for the Arts, City Project 97 -16 and the Mayor
and City Manager are hereby authorized and directed to enter into a contract with said bidder for
and on behalf of the City.
Adopted by the City Council of the City of Hopkins this 19th day of May, 1998.
