Approve Concept Plans — 11 Avenue Streetscape Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve
the 11 Avenue streetscape improvements concept plans as presented.
Overview.
One of the strongest subjects to emerge from the City's earlier strategic planning
efforts was the need to improve Excelsior Boulevard for vehicular and pedestrian
movement and enhance the links between Excelsior Blvd and Mainstreet. The
first phase of Excelsior Blvd improvements are underway and should be
completed with final landscaping by October, 1999. Staff would now like to move
forward with streetscape improvements to 11 Avenue South from Excelsior Blvd
to Mainstreet.

Concept Design Elements
Decorative lighting to match Mainstreet
Special sidewalk paving at comers to 11 Avenue and 1 Street South to
match the corners on Mainstreet
A two and a half foot square sidewalk pattern to match the pattern on
Excelsior Boulevard
- A band of exposed aggregate concrete at the curb to help visually separate
pedestrian and vehicular traffic
Landscaping at the parking ramp including a concept for improvements of the
parking area behind Archies
• Project Costs and Funding
Hoisingtion Koegler Group, Inc.'s preliminary cost estimate is $174,500 including
a 20% contingency.
Funding for these improvements will come from two sources. Special sidewalk
exposed aggregate concrete and paver brick at the intersection of 11 Ave and
1 Street South, new wiring and street light bases from Excelsior Boulevard to 1
Street South will funded as a change order to the current Excelsior Boulevard
Reconstruction contract. The current contract for Excelsior Boulevard includes
sidewalk demolition and new sidewalk on this block. The balance of the work
including new street lighting, new sidewalk and landscaping from 1 Street South
to Mainstreet is proposed to be funded from PIR fund. The total estimated
project cost to be funded from PIR is $120,000.
• Maintenance Issues
The only new maintenance issues with this streetscape design are the paver
bricks at the intersection and some additional plantings - a manageable increase
in maintenance.
• Project Schedule
As mentioned above, the sidewalk work between Excelsior Boulevard and 1
Street South will be completed this year as a part of the Excelsior Blvd
reconstruction project. The balance of the new work will be designed in 1999
and constructed in 2000.
