Staff recommends approval of the following motion: Motion to accept the action of the
Depot Coffee House Board expressing lack of support for a park and ride concept at the
Depot Coffee House, and to direct staff to assist Metro Transit to analyze alternatives for
installation of a park and ride lot in Hopkins.
Metro Transit proposed a 229 -stall park- and -ride commuter parking lot and bus bays at the
Depot Coffee House. In exchange for use of the Depot building by the commuting public and by
Metro Transit drivers, Metro Transit offered to contribute substantially to the cost of the renovation
project, including parking lot costs. However, due to concern that the park- and -ride might detract
from the appeal of the Depot to students, the Depot board acted to comment negatively on the
proposed park- and -ride.
The park- and -ride determination is complex, with numerous public agencies and other parties
•volved. The City of Hopkins has long supported mass transit, as evidenced by provision for a
mass transit station in the Hopkins comprehensive plan. In this context, the City Council may wish to
explore alternatives for a park- and -ride commuter parking lot in Hopkins.
Metro Transit representatives will attend the June 2 City Council meeting.

What comments did the Depot Board make on the proposed park- and -ride?
The Depot Coffee House Board is concerned that the proposed park- and -ride will detract from the
appeal of the Depot to students, and thus impair the ability of the Depot to meet its goals. A large
park- and -ride lot would generate a lot of bus and car traffic. This traffic would be particularly
noticeable to students after school during the afternoon rush hour. The buses and other vehicles
would pass next to the patio outside the Depot building. The Depot Board is concerned that with a
park- and -ride, students would no longer feel that the Depot is their special place.
What alternatives are there to the proposed park - and -ride?
In the Hopkins comprehensive plan and elsewhere, alternatives to a park- and -ride located at the
Depot can be identified. These alternatives are in the vicinity of Highway 169 and Excelsior
Boulevard. They include City property and other property. Any alternative that would make use of
some of the Depot property (notably the driveway) would have to gain the support of the Depot
Board.

Senior Per your request, the Depot Board of Directors discussed and came to a decision
regarding the Metro Transit Park and Ride lot at the May 19 board meeting. The Board

Sophomore Depot.
