CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, June 27, 2023 at 6:30 p.m. in the Council
Chambers at City Hall, 1010 1st Street South.
Chairperson White called the meeting to order with Commission Members Wright,
Terrill, Goodlund, Nur, Green, Sedoff and Youth Members Stiele and Erickson
attending. Also present was City Planner Krzos.
ADOPT AGENDA
Motion by Sedoff. Second by Wright.
Motion Adopt Agenda as presented.
Ayes: White, Wright, Goodlund, Nur, Green, Sedoff.
Nays: None. Absent: Terrill. Motion carried.
COMMUNITY COMMENT

CONSENT AGENDA
Motion by Goodlund. Second by Green.
Motion Approve the Consent Agenda
1. Minutes of the May 23, 2023 Planning & Zoning Commission Meeting
Ayes: White, Wright, Goodlund, Nur, Green, Sedoff.
Nays: None. Absent: Terrill. Motion carried.
PUBLIC HEARING
1. 2023-05 250 18th Avenue North Driveway Location Variance
City Planner Krzos summarized the staff report for Planning Application 2023-05, which
included a motion to recommend the City Council approve a variance request from
Andrey Pashkevich for the property located at 250 18th Avenue North. The requested
variance would allow driveway access off of 18th Avenue North instead of the rear alley,
as required by Section 120-260(d) of the Hopkins Development Code.
Commissioner Terrill joined the meeting at 6:35 p.m.
The applicant, Andrey Pashkevich, addressed the Commission to provide further detail
of the variance request. Discussion with the Commission included the current parking
situation on the property, the code requirement for number of vehicles allowed per
property, and plans for future construction of a garage to connect to the driveway.
Chairperson White requested a motion to formally open the public hearing.
Motion by Terrill. Second by Wright.

City Planner Krzos stated that staff received two written comments and one phone call
regarding the proposed variance. The comments were generally supportive of the
request.
Motion by Green. Second by Goodlund.
Motion Close the Public Hearing.
Ayes: All.
Nays: None. Motion carried.
Additional discussion from the Commission included concern with the continued parking
of commercial trailers and other junk items that are currently being stored in the rear
yard along the alley. The applicant stated that those items have already been cleared.
Motion by Terrill. Second by Wright.
Motion Adopt Planning & Zoning Resolution 2023-05, recommending the
Hopkins City Council approve the variance request for the property located at 250 – 18th
Avenue North.
Ayes: All.
Nays: None. Motion carried.
City Planner Krzos stated the variance request will be presented to the City Council at
their July 11th meeting with the Planning & Zoning Commission’s recommendation of
approval.

NEW BUSINESS
1. Election of Planning and Zoning Commission Officers for 2023/2024
City Planner Krzos shared an overview of the nomination and election process of
Planning & Zoning Commission Officers, which must be done annually. The newly
elected Officers will take their positions at the July 25, 2023 Planning & Zoning
Commission meeting.
Chairperson White asked the Commission for nominations for the position of
Chairperson. Commissioner Green nominated Commissioner Wright. There were no
other nominations.

Motion by White. Second by Sedoff.
Motion Elect Commissioner Wright by unanimous consent to the position of
Chairperson.
Ayes: All.
Nays: None. Motion carried.
Chairperson White nominated Commissioner Goodlund for the position of Vice-
Chairperson. Commissioner Terrill nominated herself for the position of Vice-
Chairperson.
Chairperson White asked for a show of hands for Commissioner Goodlund.
Commissioners White, Sedoff, Green and Goodlund raised their hands. Commissioner
White asked for a show of hands for Commissioner Terrill. Commissioners Terrill, Nur
and Wright raised their hands.
Motion by White. Second by Sedoff.
Motion Elect Commissioner Goodlund to the position of Vice-Chairperson.
Ayes: All.
Nays: None. Motion carried.
2. Educational Topic: Comprehensive Plan
City Planner Krzos presented an informational overview of the 2040 Comprehensive
Plan – Cultivate Hopkins.
3. Outgoing Planning & Zoning Commissioner Recognition
Resolutions of appreciation were presented to Nathan White and Maggie Sedoff for
their service as City of Hopkins Planning & Zoning Commission Members.
Motion by Green. Second by White.
Motion Approve Resolution 2023-07, a resolution of appreciation to Maggie
Sedoff for her service as City of Hopkins Planning and Zoning Commission Member.
Ayes: All.
Nays: None. Motion carried.
Motion by White. Second by Sedoff.
Motion Approve Resolution 2023-06, a resolution of appreciation to Nathan
White for his service as City of Hopkins Planning and Zoning Commission Member.

There being no further business to come before the Planning & Zoning Commission and
upon a motion by Terrill, second by Green, the meeting was unanimously adjourned at
7:33 p.m.
