CR 98-84 Health InspectionMay, 28 1998 Proposed Action Staff recommends that the Council approve the following motion: Move that the Hopkins City Council approve contracting for health inspection with the City of St. Louis Park. Approval of this motion will result in the City of Hopkins entering into a one -year contract with the City of St. Louis Park for the provision of health and sanitation inspection services. Overview The City Council authorized staff to seek proposals from other cities to provide Hopkins with health and sanitation inspection services. Staff sent proposals to the following cities: Bloomington, Brooklyn Center, Brooklyn Park, Crystal, Edina, Golden Valley, Minnetonka, Richfield, and St. Louis Park. We received proposals from St. Louis Park and Crystal. Minnetonka who originally expressed an interest did not respond. Staff attempted to follow up with Minnetonka but we received no response to our calls. Staff recommends that the City of Hopkins enter into a one -year contract with the City of St. Louis Park. In reviewing both proposals St. Louis Park is estimating $15,000 per year to perform health services for us while Crystal is estimating an annual cost to the city of $28,853.76. The main difference in the proposals is amount of time each city estimates is needed to provide Hopkins with service we need. St. Louis Parks program is fully computerized which may account for some of the difference in the estimated time needed to provide the service. Both cities will bill Hopkins for the actual time spent. Crystal has bid $34.68 per hour for the services, while St. Louis park has bid a slightly higher $36.00 per hour. Crystal however, has not included all of the services included in the St.Louis Park bid. Further, travel time is charged by both cities but we would anticipate Crystal would need to bill more hours because of the longer commute. We believe this makes both hourly rates comparable. If St. Louis Park has underestimated the time needed to perform health services for us we will be billed accordingly, however their time estimate to perform the service is in line with the amount of time spent by Manny Roesler over the past few years. Alternatives 1. Contract with St. Louis Park for one year to provide Health Services. 2. Contract with Crystal for one year to provide Health Services. 3. Reject both bids and provide staff with further guidance. Staff recommends Alternative 1 for the following reasons: Staff believes St. Louis Park has a better understanding of the service levels we expect. They are the close to Hopkins which should provide quicker service for our bushiness and they have expressed a willingness to tailor their services to our needs. City Manger Date: May 26, 1998 Re: Environmental Health Services Dear Jim, Anne Norris has asked me to compile an estimated time study for environmental health services and inspections for the City of Hopkins. I have reviewed the license list that you had faxed to Anne and will assume that it is a complete list From this data I counted: 34 High Risk Facilities 19 Medium Risk Facilities 6 Low Risk Facilities 27 Swimming pools 1 Lodging facility There appears to be a conflict between the number of restaurant licenses (as provided by the fax) and the number of facilities on the proposal form. I would estimate that inspection time would be approximately 175-200 hours (annually) for food establishments would be minimal. This is routine inspection only. Swimming pools at a frequency of 6 times per year for each pool (bimonthly) would be approximately 165 hours. Lodging would be minimal at 3 hours (one facility -67 units ?). Total hours spent on inspections would be about 375 -400 hours annually for all routine inspections. It would vary if outdoor pools (not indicated) were on list, as they are only open during summer. Administrative support staff for filing, secretarial duties and licensing (Hopkins) is a requirement. All these are assumptions that these facilities have been routinely inspected per the delegation agreement and are operating safely. It appears from the data sheet that it may not be in compliance with the delegation agreement for inspection frequency. The City of Crystal would require that travel time, administration time (record review, research, telephone calls, enforcement action and correspondence) be charged accordingly. In our program, this is approximately 30 percent of the inspection time. Therefore, I would estimate the administration time to be 120 hours for the City of Hopkins in addition to the inspection time (420 hours). Complaint and Public Health Nuisances could vary considerably. Reinspections, plan review, complaints, food borne illness investigations and consultations are not iclute.L11 in this estimate. Retail facilities and food manufacturers are not included in this time estimate as Minnesota Department of Agriculture inspects them. VV1 11VV these services can be provided for additional cost Administrative support staff costs are not included in this total. Finally, itinerant or temporary food events have not been calculated, as I have no idea on how many are regular events in the City of Hopkins. By my estimate, it would take a .4 FTE or at !east 16 hours per week to supply quality environmental health services to the City of Hopkins. Please note that Minnesota state law requires that a Registered ` ` Sanitarian in the State of Minnesota perform environmental health inspections of delegated facilities.
