RESOLUTION APPROVING ESTABLISHMENT OF A HOUSING ADVISORY
BOARD FOR THE WESTBROOKE PATIO HOMES
Proposed Action
Staff recommends approval of the following motion : Adopt resolution number 98 -033
approving the establishment of a housing advisory board for the Westbrooke Patio
Homes.
With this motion, the advisory board will officially begin planning the phase II capital
improvement project for the Westbrooke Patio Homes.
Overview
Council Rpt #98 -090
The City of Hopkins has the authority to establish housing improvement areas under the
Housing Improvement Act (1994 Minnesota Laws, Chapter 587, Article 9, Section 22
through 31). Within a housing improvement area, the City can sell bonds to pay for
various improvements to individual housing units and common areas. Those bonds are
then repaid through fees imposed on the owners of the units.
The legislation that gives the City this authority states that the City Council may create an
advisory board in conjunction with the establishment of a housing improvement area.
This board is to act in an advisory capacity to both the City Council and the Association
Board of Directors.
The Westbrooke Patio Homes Association is anticipating that the owners will petition the
City to create a Housing Improvement Area for phase II of the Patio Homes capital
improvement project in the fall of 1998. In order to prepare for this, the Association
would like to officially establish the advisory board at this time.

The Advisory Board will have a variety of responsibilities including the following:
Who would be the members of the Board?
The Westbrooke Patio Homes Association Board of Directors has appointed eleven
owners to the proposed Advisory Committee. Those owners are listed in exhibit A. All
but one of the proposed members are owner- occupants.
Alternatives
• Assisting in identifying needed improvements and their estimated costs
• Gathering support for the creation of the Housing Improvement Area
including organizing owner meetings
• Assisting in the solicitation of construction bids
• Overseeing the work of the project manager
• Assisting in the coordination of construction
• Acting in an advisory capacity to the City Council and the Association
The City Council has the following alternatives regarding this issue:
Approve the Advisory Board members as proposed.
• Amend the proposed list of Advisory Board members.
• Elect not to create an Advisory Board for the phase II improvement project at the
Westbrooke Patio Homes.

RESOLUTION APPROVING ESTABLISHMENT OF A HOUSING ADVISORY
BOARD FOR THE WESTBROOKE PATIO HOMES
WHEREAS, the City of Hopkins has secured approval of legislation allowing for the
establishment of ,a residential special service district, namely, 1994 Minnesota Laws,
Chapter 587, Article 9, Sections 22 through 31 (the "Housing Improvement Act "): and
WHEREAS, the Housing Improvement Act allows the City Council to create an advisory
board in conjunction with the creation of a housing improvement area; and
WHEREAS, the Westbrooke Patio Homes owners are anticipated to petition the City of
Hopkins to create a housing improvement area to facilitate phase II of the Westbrooke
Patio Homes Association capital improvement program.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins that
the Westbrooke Patio Homes Advisory Board is authorized to be formed: and
BE IT FURTHER RESOLVED that the City Council appoints the persons listed on
Exhibit A hereto as members of the housing advisory board for the Westbrooke Patio
Homes.
BE IT FURTHER RESOLVED that said advisory board shall act in an advisory capacity
to both the City Council of the City of Hopkins and their respective association board in
connection with the planning and construction of housing improvements.
NOW BE IT FURTHER RESOLVED that such groups shall cease to exist on December
31, 1999, unless extended by action of the Hopkins City Council.
