Approve Change Order — Excelsior Boulevard Water System Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize
the City Manager to sign an agreement with C. S. McCrossan Construction for
construction of additional water distribution system improvements along Excelsior
Boulevard.
During a recent Utility Division review of upcoming Excelsior Boulevard water
system changes it was noticed that it would be prudent to include an additional
modification to our system as a part of the Excelsior Blvd reconstruction project.
McCrossan Construction will perform the additional work at a cost of $55,000.00.

Analysis of Issues.
Change Order construction details
The work involves extending existing 6" water main pipe from 18 19 and 20th
Avenues to the south side of Excelsior Blvd and connecting to an existing 18"
water main, installing three (3) steel wet - tapping sleeves with 6" gate valves onto
the existing 18" pipe, installing an 18" butterfly valve and disconnecting and
plugging an existing 8" pipe at the 17 Avenue intersection. The work would be
done in two stages. First, the tapping sleeves would be installed and new 6" pipe
extended to the centerline of Excelsior Blvd. Second, the new 6" pipe on the
north side of Excelsior would be installed and connected to the existing 6" pipe at
18 19 and 20 Avenues.
• Construction Cost review
The contractor's $55,000 proposal is based on an estimate of 7 days additional
work for a work crew and equipment costing approximately $300 - $400 /hr plus
material costs, patching and additional traffic control. The contractor has
experienced very slow progress installing pipe along and under Excelsior
Boulevard. This is primarily due to having to work around and protect a multitude
of existing utilities. The bid for this additional work reflects that negative
experience. The contractor may be willing to lower the cost if the actual time
required to install the new pipe is Tess than the estimate. Staff is awaiting word
from the contractor and will report on this at the Council Meeting.
• Benefits of this water system improvement
The primary benefit is improved system maintainability. However, water service
pressure and ,reliability will also be positively impacted. Maintainability and
reliability would improve as this change will allow the city to abandon 1,000+ feet
of a 45 -50 year old 8" cast iron water pipe which currently runs along the north
boulevard of Excelsior Blvd from 17 Avenue to 20 Avenue. This pipe provides
water to the 6" water mains extending up 18 19 and 20 Avenues. Once
Excelsior Boulevard is reconstructed, this 8" cast iron pipe will be located directly
under the north curbline. Because it will be located under Excelsior Blvd, any
future repair on this pipe would be extremely difficult and expensive. Water
pressure will be better maintained by eliminating the present 8" pipe and instead
providing water from the 18" pipe.

• Legal Review.
The City Attorney has reviewed this change order and finds no legal
reason to recommend against completing this work as proposed, i.e., as a
part of the existing Excelsior Blvd reconstruction project.
• Chanae Order Funding
Staff proposes to fund this work initially as a part of the reconstruction
project from the PIR account using TIF revenue bond proceeds. The PIR
would be reimbursed next year from the water utility fund through the 1999
budget process. The 1999 reimbursement would also cover other water
system improvements already included in the Excelsior Blvd project.
