01-27-09 WSJanuary 27, 2009 Page 1 MINUTES OF THE CITY COUNCIL WORK SESSION Tuesday, January 27, 2009 Mayor Maxwell called the meeting to order at 6:40 pm. Present were Mayor Maxwell and Council members Halverson, Brausen, Rowan, Youakim and City Manager Rick Getschow City Manager Performance Review: The summary of the evaluation of City Manager Getschow was distributed and discussed between the City Council and the City Manager. Other: The City Manager Getschow handed out the information regarding the governor's budget deficit plan. Much of the five billion dollar deficit will be covered by cuts to local government aid in addition to other spending cuts throughout the state. It is understood that the City receives a small amount of LGA ($50,000). In addition, the city receives market value homestead credit in the amount of $240,000. City Manager Getschow stated that even though the governor's proposal needs to be approved by the legislature, this may go into the summer, and he and the Finance Director will begin to prepare as if the City will not receive any aid in 2009 and 2010. City Manager Getschow stated that the Park Board is meeting this evening in Interlachen Park to discuss the park improvements for the coming year in that area. There will be another meeting in February and then there will be a j oint City Council/Park Board meeting in March to discuss this particular project. Council member Rowan stated he will miss the February 17th City Council meeting. He also gave an update to the City Council on the advisory commission meeting that he had for the Southwest LRT. Council member Halverson asked for an update on Mayon Plastics. City Manager Getschow stated that he will follow-up and see if there has been any discussion with potential retailers but it is understood that the developer is waiting for environmental testing results. City Manager Getschow stated that on Monday evening there was a neighborhood meeting for the streets and utilities improvements for 2009. Unlike the first neighborhood meeting there was a very good crowd for this meeting and the City Engineer thought that the meeting went well. The public hearing to order the improvements will be at the February 3rd City Council meeting. January 27, 2009 Page 2 With no further business, a motion was made by Brausen, seconded by Youakim to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 9:00 pm.
