01-20-09A regular meeting of the Hopkins City Council was held on January 20, 2009, in the
Council Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Youakim, Brausen, Rowan, and
Halverson. Also, present were staff members Getschow, Genellie, and City Attorney
Jerry Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:30 p.m.

There were none.
PRESENTATIONS
1. Police Chief's Citizen Recognition Award
On July 1 1, 2008 at 3:30 a.m., Moses and Damaris Kariuki were sleeping. They were
awakened by a loud noise and saw people breaking into the Marathon Station on 2nd St
NE. They called 91 1 and reported the incident. Because of the accuracy of their
descriptions, the responding officers were able to quickly locate the vehicle and take the
suspects into custody. Their action directly led to the identification and apprehension of
four suspects. The property stolen from the business was recovered. Captain Tony
Hanlin presented the Police Chief's Citizen Recognition Award to Moses and Damaris
Kariuki.

Council Member Rowan moved and Council Member Halverson seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member
Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council
Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.
At this point in the meeting, Mayor Maxwell asked City Manager Getschow to describe
how the state's budget issues are affecting the City.
Mr. Getschow said that the City of Hopkins receives very little Local Government Aid
(LGA), $50,000 per year. The City also receives approximately $250,000 from the
market value homestead credit (MVHC) program. Half of the state aid is given in June,
the remainder in December. The Governor unalloted the December payments. Since 2008
was almost over, the City was forced to use budget reserves to make up this loss.
The 2009 budget was approved in December of 2008. The City is now planning on
receiving no state aid in 2009. The City expects to offset any cuts in aid through
reductions in City spending. Significant cuts in City services should not be necessary.
Mr. Getschow said that the 2010 budget could be difficult if property values keep
declining. The budget process will be starting early this year in order to plan for any loss
of property tax revenue. Grant income could also be affected by state and county budget
issues.
V. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member
Halverson seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 7:45 p.m.
