AMENDMENT TO HOPKINS
LEGISLATIVE POLICY SD, 3.05
BULK ITEM DROP OFF
Proposed Action
Staff recommends adoption of the following motions: Move to adopt Resolution
Events. These actions would allow a user fee to be charged to Hopkins Residential
Refuse customers who participate in the Bi Annual Bulk Item Drop Off Events and
establish the amount of the user fee to be implemented.
Overview
The City of Hopkins twice a year provides Bulk Drop Off events for its residential refuse
customers free of charge as stated in Legislative Policy 813,105, a. During 2009
budget discussions it was determined that the cost of these events could no longer be
fully subsidized by the refuse fund. Amending Legislative Policy 8D, 3.05, a, to read:
"A drop off for bulk items will be conducted at a city designated location twice a year.
Fees will be established by Council Resolution." will allow the implementation of a user
fee for those residential refuse customers who choose to use this service.
Primary Issues to Consider
• Amending this policy continues to provide residential refuse customers with
an opportunity to dispose of bulk refuse items at a cost that is significantly
less than private or county drop off sites.

RESOLUTION 2009 -011
RESOLUTION SETTING FEE FOR BULK DROP OFF EVENTS
WHEREAS, the Hopkins City Code authorizes the City Council to set fees by
Resolution, and;
WHEREAS, the City Council has adopted an ordinance for policy] that provides
twice a year Bulk Drop Off service for its residential refuse customers, and;
WHEREAS, the City needs to implement a fee for the use of this service;
THEREFORE BE IT NOW RESOLVED that the following fee shall be charged for
use of the Bulk Drop Off service: $10.00 per vehicle.
Adopted by the City Council of the City of Hopkins this 17 day of February 2009.

PROPOSED CHANGE TO LEGISLATIVE POLICY 8D, 3.05
BULK ITEM DROP OFF (CITY SERVICE AREA)
WHEREAS, the City Council of the City of Hopkins has approved a document entitled
the Legislative Policy Manual to provide uniform guidelines on City policies
so that actions taken are consistent and fair; and
WHEREAS, the City Council has established Legislative Policy 8D, 3.05, in order to
provide our residential refuse customers with twice a year Bulk Drop Off
Events free of charge; and
WHEREAS, the City Council has determined that the existing policy needs to be
revised in order to implement a user fee for participation in the Bulk Drop
Off Events that have previously been offered as a free service;
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
hereby adopts the following changes to Legislative Policy 8D, 3.05, a; "A
drop off for bulk items will be conducted at a city designated location twice
a year. Fees to be established by Council Resolution ."

3.05 Bulk Item Drop Off (City Service Area)
a. A free drop off for bulk items will be conducted at a city designated location twice
a year.
b. Material brought by residents to the site will be collected in 30 cu, yd. roll off
containers (licenses will be checked to establish residency).
c. Amount not to exceed three (3) cubic yards [approx. one (1) pick -up truck load] per
household.
d. See section 3.06 for items NOT accepted.
3.06 Items NOT included in these extra pick up services.
a. Hazardous Wastes.
b. Other items not accepted include, but are not limited to; brush, yard waste, leaves,
tires, junk cars, waste oil, paint products, car (lead) batteries, fluorescent bulbs,
HID lamp bulbs, mercury switches, thermostats, button (mercury type) batteries,
nickel cadmium batteries, gas refrigerators, and metal barrels or drums.
c. Brush. See Sections 5 and 6 for more information on brush disposal.
d. Yard waste /leaves. See Sections 6, 7, and 8 for more information on Yard Waste
disposal.
4. RECYCLING
4.01 Curbside /Alleyway Collection
I. The City provides contracted curbside /alleyway recycling collection to residents
within the City Service Area and by special contract, as an extra refuse service.
2. Recycle materials collected are; newspapers; cereal, cake, cracker, and chip cartons;
metal food containers (aluminum, bimetal, "tin" cans); glass jars and bottles (any
color); Plastic bottles with a neck (HDPE and PET) excluding those that previously
contained motor oil or hazardous materials, mixed paper, and corrugated cardboard.
Refer to current contract language for the most up to date information on materials
collected.
Recycle materials are to be separated into three basic categories, and prepared as
described below. All recycle materials from Category 1 are to be placed together in
the bottom of the recycling container or in a brown paper bag. All materials from
category 2 and 3 are to be bagged or bundled separately and placed at the
designated curb or alley location or placed next to the recycling container.
