Proposed Action
Staff recommends the following motion: Approve the 2010 -2030 Comprehensive Plan
contingent on the Metropolitan Council approval.
Overview
Attached is the 2010 -2030 Comprehensive Plan. The Metropolitan Council requires that
before the Plan is submitted to the Metropolitan Council for review the Comprehensive Plan
is approved by the Planning Commission and the City Council. The Planning Commission
approved the plan at their January meeting
For the past two years the Planning Commission and City Council have been reviewing the
draft Plan. In addition to the City review of the Plan there were several meetings with
residents of the City, and last May there was a final review of the draft plan at the Hopkins
Center for the Arts. The staff estimated that the attendance at this meeting was 70 -80 people.
After the last public meeting, the City Council reviewed the draft plan in July and ordered the
plan distributed to adjacent Cities and special districts. The adjacent Cities and special
districts had six months to review the draft plan and submit comments to the City.

St. Louis Park, Minnesota Department of Transportation and Three Rivers Park District
submitted comments. Attached are the comments.
• What are the next steps?
Following the City Council action, the Comprehensive Plan will be submitted to the Met
Council for approval. A draft plan was submitted to the Met Council staff during the
summer. The City received comments from the Met Council staff and these comments have
been addressed.
• What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the eight planning districts and the proposed land use changes. Ms.
Anderson also stated that the majority of the land use changes are related to the three
proposed light rail stations. No one appeared at the public hearing.

Thank you for the opportunity to review the draft 2030 City of Hopkins' Comprehensive Plan.
Mn/DOT's staff has reviewed the document and has the following comment:.
Mn/DOT is encouraged by the City of Hopkins focus on pedestrian and transit facilities, as well
as the City's ongoing educational programs to encourage ride - sharing and Travel Demand
Management practices. Mn/DOT has no additional comments for the City of Hopkins regarding
the transportation section of the Hopkins 2030 Comprehensive Plan.
As Mn/DOT is currently updating its 2030 Transportation System Plan (TSP), it is important for
the City of Hopkins to continue to work with Mn/DOT to insure consistency between the
Hopkins Comprehensive Plan and the Mn/DOT TSP.

Thank you for the opportunity to comment on the 2008 Draft Comprehensive Plan
Ma` Vice C hair "' Update. Three Rivers Park District (Park District) currently owns and operates the
District North Cedar Lake, Cedar Lake, Lake Minnetonka LRT, and Minnesota River Bluffs LRT
Regional Trails within the City of New Hope (City). The Park District plans on
developing a fifth regional trail, Nine Mile Creek Regional Trail within the City
beginning in 2009.

Distdct3 Park District staff prepared the following comments for consideration in the City's
Comprehensive Plan.
General Land Use Plan
Dale woodbeck In general, the Park District is not an advocate or opponent of the proposed land use
District plan; however, the Park District is an advocate for protecting natural resources
especially in terms of protecting and maintaining water quality, native and intact
plant communities, and unique and rare wildlife. Therefore, the Park District
supports land uses which conserve, protect, and enhance the region's vital natural

In addition, and in accordance with Park District policy, the Park District will oppose
any proposed land use that will result in the degradation of water quality in water
bodies within or continuous to its holdings below the 1989 levels. Impact to water

Appointed proposed land use plan; therefore, the Park District requests the right to review and
comment on development plans for properties which may impact water bodies within
and continuous to Park District holdings.

,Appointed The Park District will continue to work with the City in the planning and
implementation of the Lake Minnetonka Regional Trail Extension. This work will
likely occur as part of redevelopment, street improvements, and potential LRT
Cris Gears development within the City.

Regional Trail Names
The Parks, Open Space and Trails narrative, chapter 5, refers to existing regional
trails within the City as the Southwest LRT Trail or South Hennepin LRT Trail. The

Park District recently changed the names of the regional trails within the Park District's
Regional Parks and Trail System Plan to reflect significant water bodies in which the trail
parallel and /or connect to. The names and general location of the regional trails are listed
below.
Cedar Lake Regional Trail - northeast from Excelsior Avenue to Cedar Lake /Grand
Rounds
North Cedar Lake Regional Trail - northeast from Cedar Lake Regional Trail to
Theodore Wirth Parkway
Minnesota River Bluffs LRT Regional Trail - southwest from downtown to Minnesota
River
Lake Minnetonka LRT Regional Trail - northwest from downtown to south shore of
Lake Minnetonka
Nine Mile Creek Regional Trail - Lake Minnetonka Regional Trail south along 11
Street to Nine Mile Creek southeast
Local Trail Connections
The Park District supports initiatives which include pedestrian and bicycle facilities as a
means to link important nodes within a community. The Parks, Open Space and Trails
narrative, chapter 5, proposes improving local connections to the existing and planned
regional trails within the City. Implementation of this goal will better link the regional trail
network with important nodes of the community including areas of residential areas, open
space, commercial use, and employment centers.
Please coordinate any proposed local trail connections with the Park District as connections
to trails owned and operated by the Park District will require approval by the Park District
Board of Commissioners prior to development.

Plan Update. Please continue to include the Park District in future comprehensive plan
meetings and correspondences as they relate to the items outlined above.

The City of St. Louis Park has concluded its review of the Hopkins Comp Plan update. Thanks for giving us the
chance to provide you with some feedback.
Blake Road
• St. Louis Park is very interested in your plans for Blake Road. Because of its proximity to Knollwood Mall,
we believe that there may be a need for some joint planning efforts in this area in the near -term. In
particular, there is probably a need to expand upon our joint knowledge of the transportation challenges in
that area. It would be appreciated if you could keep us informed and provide us with more details about
the planning efforts along Blake Road to the south of Highway 7.
Land Use
• Multi- family housing. There is a substantial amount of multi - family housing between St. Louis Park and
Hopkins in the proximity of Highway 7 and Blake Road (Cottageville Neighborhood). We are excited to see
that your plan includes aspects that will address multi - family housing in Hopkins. We believe this area
could be one of the most vibrant in both of the two communities with appropriate planning and
consideration for the built environment.
The Hopkins Plan calls for some multi -story mixed -use development near the St. Louis Park border. We
ask that consideration be given to impacts, positive or negative, that could occur to single - family residential
development in close proximity to future redevelopment sites. It is appreciated that the plan emphasizes
compatible land uses between adjacent jurisdictions.
Redevelopment along the Excelsior Blvd corridor between'the two cities continues apace. Where we have
large industrial parcels, we would ask that both cities work cooperatively to involve one another where
major redevelopment occurs in close proximity to the municipal boundary.
SW LRT Corridor
• We are interested in the LRT design and associated impacts to the surrounding area. The LRT corridor,
when constructed, will, from a transit perspective, bring SLP and Hopkins closer together they are
currently.
1. We'd like to be sure the two communities work together to address potential parking problems,
including any on- street parking impacts that might result within both of the two communities as a
result of the LRT's use level. If possible, we should work to review parking demand that could
negatively impact both residential areas and business areas.
2. Heavy rail will continue in the corridor through both communities. Safety measures, in particular,
should be considered jointly by SLIP and Hopkins, as the corridor's character will remain very similar
through both communities.
Water Supply
• We concur with your recommendation that water supply interconnections be included with St. Louis Park,
to provide added insurance and help Hopkins supply adequate volumes of water during max day and
emergency conditions.
Transportation
• Trails and on- street bike infrastructure along Excelsior, Blake, and Minnetonka Blvd each will promote
connections. between the two cities. It would be hoped that we could collaborate to address safety, access,

and community issues along the corridor.
• We would like to be sure that we maintain coordination during the reconstruction of Excelsior Boulevard.
• Minnehahs Creek — the St. Louis Park plan will include discussion of improved access to the Creek,
possibly along the Creek itself. While there are no plans to construct anything today, it may be appropriate
to consider whether if, at the point where something is constructed, there might be an opportunity to
connect into Hopkins.
