Authorize Engineering Study — 6 Avenue S.. Closure
Proposed Action
Staff recommends adoption of the following motion: Move
to conduct an engineerin stud relating to the closing of
Avenue South.
Overview
On January 12, 2009, the residents of 6 Avenue South filed a petition with the City
asking that the street be closed near 2nd Avenue South. The purpose of the closure is to
reduce traffic, especially commercial vehicles on this street.
In accordance with Legislative Policy 8 -A, the study needs to be authorized by the
Council. The study will be completed by staff and brought back to Council in mid -May.
Traffic counts are needed to complete the study and that can not be done until mid -April
when the snow season ends.

Petition for Closure of South Access to
Sixth Avenue South
Purpose:
The purpose of this petition is to permanently close off the south end of
Sixth Avenue South near 2 nd Street South. The proposed closure would
include a privacy fence (similar to the fencing on 18 and 19 Avenues
and Excelsior Boulevard) as well as additional green space (planting of
evergreens). The proposed closure location would still allow Hammerland
Manufacturing access to their yard.
Background:
Sixth Avenue south has a very high traffic flow for this residential avenue.
The majority of traffic on this avenue does not come from residents of the
area; rather sixth avenue south is used as a "cut- through ". Commercial
vehicles, such as semi - tractor trailer trucks, are often observed traveling
on Sixth Avenue. This traffic normally exceeds the city of Hopkins speed
limit which poses a hazard to neighborhood families. In addition the stop
sign at the intersection of Sixth Avenue and Second Street is often
disregarded, again posing a serious safety hazard.

o Reduction in high -speed traffic provides a safer environment
■ Road Maintenance
o Closing off Sixth Avenue will reduce the wear on the road surface,
minimizing the expense of maintenance for this avenue.
Green Space
• Blocking the light pollution from Hopkins Honda's new dealership
• Serving as a buffer to the traffic noise from Excelsior Boulevard
• Providing habitat for wild life (e.g., cardinals)
• Enhancing the visual appeal of the east end of Hopkins' historic
Belinda Hamilton -Dow's neighborhood. This also would tie
• into the recent green boulevard upgrades along Excelsior
Boulevard

POLICY 8 -A
REQUESTS FOR TRAFFIC CONTROLS
1. PURPOSE
1.01 The City receives requests fiom time to time for additional or modified traffic control
measures. This policy is intended to outline policies and procedures dealing with those
requests.
2. REQUESTS
2.01 Requests for traffic controls should be made in writing to the City of Hopkins. The
requests should detail the types of controls desired, problems with the current controls,
if any, and any additional information needed to explain or justify the request.
2.02 If the request is made to a staff member, the request should be forwarded to the
Engineer. The Engineer shall prepare a memo to the Council indicating the request. The
Council should consider the request and authorize an Engineers study if desired.
2.03 The Engineer, if so authorized, shall prepare an Engineers Report to the Council
indicating the current status of conditions. The level of justification of improvements,
the cost of providing improvements and recommending action on the request.
2.04 The Council upon receiving the report shall have discretion to ultimately decide on the
action to be taken and so instruct staff.
2.05 Upon Council action, an official response to the requester shall be drafted by the
Engineer and forwarded to the requester.
