Proposed Action.
staff recommends adoption of the following motion: Move that
Council authorize the mavor and city manaaer to enter into an
aqreernent with Hoisinaton Koealer Group Inc. for professional
services as they relate to landscapinq and aesthetic
improvements durinq the reconstruction of County Road 3.
Overview.
Hennepin County has committed its staff and resources to carry
out the first phase of county Road 3 improvements from Shady Oak
Road to 11th Avenue. council at a previous meeting took action to
designate MSA Consulting Engineers, the County's general
consultant on the project, as its own engineer for City utility
upgrades in this segment. The County's original position was for
their consultant to complete the design work for landscaping and
amenities. The County has retreated from that position and has
advised Hopkins that it will be responsible for landscape design,
planning and funding. With that, staff has approached the
. Hoisington Koegler Group, the firm instrumental in conducting the
County Road 3 Corridor study, for a landscaping/amenities
proposal. Their proposal has in turn been submitted to MSA
Consulting Engineers and Dahlgren Schardlow Uban for independent
appraisal. Staff has considered their recommendations and brings
the Hoisington Koegler proposal for Council consideration.

Primary Issues to Consider.
. Summary of proposal.
The Hoisington Koegler scope of services for landscape
improvements is composed of two phases: preliminary design and
final design/construction planning. Preliminary design work
involves using the County Road 3 Corridor Study as a framework
for a landscaping theme and preparing concepts. Thereafter there
need to be meetings and coordination with City/County staff, city
Council and property owners. Hoisington Koegler also proposes to
draw the roadway segment between 11th Avenue and T.H. 169 into
this process.
The second phase of the proposal involves preparation of detailed
construction plans, a construction cost estimate and preparation
of bid documents.
. Cost for professional services.
The Hoisington Koegler proposal is estimated to cost $9,600.00
for phase I and $21,540.00 for phase II. The combined total is
. $31,140.00.
. Staff recommendation.
Over the months staff has worked closely with this firm in
preparation of the corridor study. Hoisington Koegler has served
the City'S needs well and staff is comfortable working with the
firm. The MSA and DSU appraisals of Hoisington Koegler's proposal
were very positive and that the costs were fair and competitive.
Staff recommends that Council authorize an agreement with this
firm.

As a follow-up to recent discussions with you and Tom Harmening, I am pleased to submit this
proposal for professional design services for landscaping and aesthetic improvements for County
Road 3. The County Road 3 Corridor Study established the conceptual framework for future
roadway and aesthetic improvements. The tasks identified in this proposal utilize this framework to
take the plan's vision and make it a reality as an integrated project with Hennepin County's
improvement efforts scheduled for 1996.
. Thi" proposal is broken into two phases. The first phase will result in a preliminary design for all of
the aesthetic elements based on the concepts adopted as part of the County Road 3 Corridor Study.
Phase two involves the preparation of contract documents consistent with the County's format to
facilitate construction of the improvements.
The fee identified herein is unchanged from our previous discussions. However, we have added
services which were not part of our original draft proposal including expansion of the landscaping
portion of the project from 5th A venue North to TH J 69, additional meetings, and bidding phase
services which are identified on page 4.

Scope of Services
Project Work Description
Hoisington Koegler Group will perform preliminary and detailed design, special provisions and cost
estimates for landscaping and related improvements in the boulevard and median areas of County
Road 3. The extent and nature of the improvements will be consistent with the County Road 3

Roadway improvements for County Road 3 will occur from the Shady Oak Road intersection to the
intersection with 11 th A venue South. The limits of the landscaping improvements will include this
area and will also extend eastward from] lth Avenue to TH 169 including all exit and entrance ramps
and the railroad depot area. The expansion of the project location for landscaping and aesthetic
improvements is being done to accommodate planned improvements by the City of Hopkins.
Scope of Services
The scope of services for landscaping and related improvements has been divided into two phases.
The fIrst phase, preliminary design, will build upon the design framework contained in the County
Road 3 Corridor Study and result in a defInitive preliminary landscaping plan for approval by the City
and Hennepin County. Upon reaching agreement on the preliminary design for the corridor, detailed
plans and construction documents will be prepared. These plans which will be prepared as part of
the second phase will also include construction cost estimates, bidding services, and administrative
items.
1. Preliminary Design
The County Road 3 Corridor Study addressed roadway improvements, land use reconnnendations,
. and fmancial implementation tools. The Study contained a preliminary roadway layout plan for all
segments of the road including the project area extending from Shady Oak Road to 11 th Avenue.
It also identified aesthetic improvements throughout the corridor including landscaping, irrigation,
sidewalks, trails, monument signage at key intersection points, lighting and possibly specialized
pavement treatments.
The Preliminary Design phase will accomplish the following:
Prepare Preliminary Landscaping Design for City and County Approval
Utilizing the County Road 3 Corridor Study as a framework, determine desired landscaping
theme and preliminary landscaping design within the project area. This task will involve:
. Defmition of the base treatment to be used throughout the project area as well as
specialized treatment in character and buffer areas.
. Determine the extent of median plantings.
. Defme irrigation areas.
. Prepare concepts for monument signs and determine locations.
e . Coordinate County Road 3 improvements with Hennepin Parks plans for a trail head
area.

. . Determine locations for specialized paving.

Meetings, Coordination and Administration Associated with Preliminary Design Phase
During the preliminary design phase, coordination will be necessary between the City of Hopkins
and Hennepin County. This phase is likely to involve the following meetings:
. Meetings with Hopkins City Staff (5)
. Meetings with City and/or County Staff (2)
. Meeting with the Hopkins City Council (1)
. Meetings with Property Owners (3)
. 2. Desien and Preparation of Construction Plans
Prepare a complete set of detailed construction plans for all landscaping and aesthetic improvements
including irrigation. At the present time, it is assumed that all landscaping and irrigation
improvements will be incorporated into the roadway construction plans being prepared by Hennepin
County and bid as one project. Because of the extent of planned landscaping improvements,
consideration should be given to separating the landscaping and irrigation portions of the work in
order to avoid general contractor mark-ups. Construction plans will be prepared in compliance with
all County requirements and will consist of the following sheets:
Title Sheet
. Contains location map, signature block, sheet index and project data. This sheet is only
necessary if the landscaping portion of the project is bid separately.
Estimated Ouantities and Notes Sheet
. Contains standard pay item numbers, item descriptions and quantities of all materials.
Quantity tabulations will hreak out City costs versus County costs as necessary. If bid as
one project, this information will be combined with Hennepin County's estimated quantities
sheet.
Landscaping Design Plans
. Detailed plans identifying the location and species of all plant materials. Plans will also
. identifY ,my required retaining walls, tree grates, and specialty paving. It is anticipated that
the landscaping plans will require 13 plan sheets.

e Plant Schedule Sheet
. Contains a listing of species, size, root, spacing and remarks. Remarks will include any
notes as to desired tree or shrub form or other desired qualities.
Landscaping Details
. Contains chart of required plant hole dimensions and tree and shrub planting details. Where
applicable, typical details will be shown. Landscaping details are expected to require 2 plan
sheets.
Irrigation Plans
. Contains plans for irrigation in median areas and other areas within the project limits. Plans
will include water sources, timers, head and line locations, valves and related fIxtures.
Irrigation plans are expected to require 4 plan sheets.
Irrigation Details
. Detail~ likely to include but not be limited to heads, backflow preventers, water source taps
and valves. Irrigation details are expected to require 2 plan sheets.
CADD Translation
. Landscaping and irrigation plans and details will be prepared using AutoCAD. Files will
. be saved in a format compatible with Micro Station.
Special Provisions
Special provisions will he written for all item~ not covered by the Hennepin County standard
specifIcations or in the "Mn/DOT Standard Specification for Construction". Each provision will
contain a description of materials, construction requirements, methods of measurement and basis for
payment for each item.
Construction Cost Estimate
A construction cost estimate for all landscaping and irrigation improvements will be assembled during
the preparation of construction plans and using cost data provided by Hennepin County and other
sources. Cost splits between the City and County will be prepared as required.
Biddim~ Services, Meetin~s. Coordination and Administration
Following the City and County's approval of construction documents, Hoisington Koegler Group will
coordinate the landscaping and aesthetic improvements bid package with the County's consulting
engineer. HKG's services will include preparation of bidding form,,>, the Conditions of the Contract,
the form of agreement between the City (or County) and the Contractor, obtainjng bids, and
preparing construction contracts.

. Throughout the project, ongoing coordination will occur between Hennepin County, the City of
Hopkins and the City of Minnetonka. The following meetings are anticipated:

. Assembling the County Road 3 Corridor Study was an interesting and challenging project. During
the course of a number of Task Force meetings, I recall commenting that Hennepin County's planned
improvements for Area 1 provided initial momentum to help ensure that the corridor plan would be
implemented. We are excited about the opportunity to assist the City of Hopkins in completing
landscaping and aesthetic improvements that are part of the first phase implementation.
