This action continues two assessable projects for alley upgrading. Overview. The City Council at its regular February 21 meeting authorized staff to undertake feasibility reports concerning the reconstruction of two alleys: 1) liLli-shaped alley in the residential 10 Block north of Mainstreet between 6th and 7th Avenues. 2 ) Alley in the commercial 100 Block south of 2nd Street . N.E. between Monroe and Jackson. The feasibility reports are completed and now submitted for Council review and action. Primary Issues to Consider. . Unique neighborhood issues . Public information . Unique neighborhood issues The major issue to address in the residential alley is that of right-of-way. city trucks in carrying out plowing activities or trash collection literally trespass on private property. Easements will need to be acquired. The commercial alley is plagued with poor drainage. The feasibility study finds remedy for this with a solution that some property owners may deem an unfair windfall to one of their neighbors. . Public information staff anticipates organizing public information meetings with property owners the last week in April. Improvement issues, estimated costs and assessment policies will be discussed. . APRIL U, 1995 Introduction The 1995-99 Capital Improvement Plan (C.lP.) includes an alley-paving project for each year of the five-year plan. The 1995 plan identified two alleys that staff determined were necessary to upgrade with concrete paving due to the high maintenance and drainage problems associated with them. The City Council reviewed these proposed alley-paving projects during their review of the C.I.P., and subsequently authorized staff to begin the initial analysis of these projects upon their adoption of the C.I.P. Bac~ound The alley bounded by 1st Street North/7th Avenue North/6th Avenue North is presently considered an unimproved alley. Its surface consists of a 1 to 1.5-inch asphalt layer that has poor drainage characteristics. The combination of the thin asphalt layer and the poor drainage patterns have resulted in this alley developing many potholes over the years, thereby substantially increasing maintenance and other associated problems. Pronosed Desi2D . The proposed alley improvement project provides for the construction of a concrete pavement surface 10 feet wide and 6 inches thick in accordance with the City of Hopkins' improvement policy. The existing concrete alley aprons located on 1st Street North and on 6th Avenue North are in good condition and will not need to be replaced. Driveway aprons will be paved between the new alley surface and the paved driveways with similar material at the top surface of the driveway. Gravel will be placed in driveway openings in all situations other than matching concrete or asphalt driveways. There will be no sod restoration on this project. Black dirt and seed will be placed in all disturbed turf areas along the alley. The pavement will include a "V' design, slightly depressed in the middle, to channel water toward the middle of the alley instead of toward adjacent properties. It is also proposed that the pavement grades be established to direct the drainage to the existing storm sewer systems located on 1st Street North and 6th Avenue North. Currently, the City of Hopkins is encroaching on private property in this alley with its garbage collection and snow-plowing operations (Addr: 6 and 10 - 6th Avenue). It is intended to acquire an easement over a portion of these lots to allow for city vehicles to maneuver the alley corner safely. . Proposed Fundine It is proposed that the concrete pavement portion of the project be assessed in accordance with city policy, 80% against abutting benefitted properties and 20% against the City of Hopkins. It is further proposed that the City's share of the project be paid entirely from the storm sewer utility fund in accordance with city policy. It bas been determined that the fairest method to assess this project is on a lineal footage basis. It has been further determined that the maximum lineal footage assessment will be based on 75 lineal feet due to the odd shape of a few parcels. A maximum assessment was chosen in this situation as a means to determine actual benefit of the project. A summary of the estimated costs and assessments are provided below. An existing drainage problem in the rear parking lot of the Deli-Double, located adjacent to the alley project, is proposed to be corrected as part of this alley reconstruction project. Several alternatives for correcting the drainage problem at the Deli-Double were reviewed during the preparation of this feasibility report and are listed as follows: . Alternative Descrintion A Install storm sewer from the existing low area east to Jackson Avenue through the in~place bituminous driveway entrance for Deli-Double. Estimated Construction Cost = $9,200.00 B Install storm sewer from the existing low area to the alley, then south along the alley, then east through the in-place parking lot for JMC to Jackson Avenue. Estimated Construction Cost = $18,000.00 C Install storm sewer from the existing low area to the alley, then north along the alley to 2nd Street, then east to Jackson Avenue. Estimated Construction Cost = N/A Project costs were not determined for this alternative due to it being . not feasible from a constructability standpoint. D Reconstruct the existing parking lot at Deli-Double to provide positive drainage to the alley. Estimated Construction Cost = $7,100.00 The recommended alternative for correcting the existing drainage problem at the Deli- Double is Alternative D. This alternative was chosen because it is the least cost alternative for correcting the existing drainage problem. Funding for correcting the drainage problem at the Deli-Double is proposed to come from the storm water utility account and assessments. The Council will consider the aforesaid improvements in accordance with the reports and the assessment of . abutting property for all or a portion of the cost of the alley improvements pursuant to Minnesota Statutes Chapter 429 at estimated total costs of $28,100 for Project 95-02 and $36,900 for Project 95-03. 2. Public hearings will be held in the Council Chambers of the city Hall at 1010 First Street South on Tuesday, the 16th day of May, 1995 to consider said improvements. The hearing times are as follows: 8:00 P.M. Project 95-02 8:10 P.M. Project 95-03 The city clerk shall give mailed and published notice of said hearings and improvements as required by law.
