Amend Section 415 city Code
House Numbers
Proposed Action.
Staff recommends the following motion: Move that Council adopt
for first readina Ordinance 95-753 amendina Section 415 of the
City Code.
Overview.
In the course of property inspections, especially for sidewalk
snow removal or for obvious code violations, engineering staff
has experienced some difficulty in identifying property because
no house numbers are posted. In some cases where numbers are
present they are difficult or impossible to read. City
sanitation crews and police have also observed problems 1n
property identification from alleys because house numbers are not
posted at the rear of homes or on garages adjacent to the alleys.

. Details of ordinance amendments
The proposed changes for Section 415.01 are twofold: require
house numbers at the rear of homes adjacent to alleys and
regulate size and readability of the numbers from public
ways. Current code provisions do not mention posting of
house numbers at the rear where the building fronts on an
alley. There is also no minimum number height size
stipulated nor mention of readability standards. Council
should also note provisions for numbers that exceed one foot
in height and that such oversized numbers shall be treated as
exterior signs.
Section 415.11 is amended to include existing homes under
compliance regulations.
. Recommendation
Staff has researched a number of metro area ordinances
concerning the proposed amendments and finds the changes in
keeping with neighboring city standards. Staff has no
monumental enforcement sweep of the city in mind but does
envision an education and community awareness program,
especially during a spring fix up-clean up campaign. staff
recommends adoption of the ordinance amending current City
Code Section 415 for first reading.

. Section 415 - House numbers
415.01. House numbering. Subdivision 1. Numbers required. It shall be the
duty of the owner or owners of any building or buildings in the city, fronting
upon any public way therein, to place and keep in a conspicuous place in the
front of such building or buildings the proper sized house number therefor, the
material of the numbers to be suitable in accordance with the system of number-
ing as required by this section.
415.03. Base lines.
a) Main Street west of Washington Avenue and County Road 3 east of
Washington Avenue is the "base linell of streets and avenues in the
city running in an easterly and westerly direction.
b) The street heretofore designated as Washington Avenue on the plats of
the city, and which street runs in a north and south direction along
the boundary line between sections 4 and 19 and sections 5 and 30, in
the city, is the base line of streets and avenues in the city running
in a northerly and southerly direction.
415.05. Street designations. Streets and avenues in the city, lying west of
Washington Avenue and north of the base line, shall have prefixed to their
designation the word "north". Streets and avenues lying west of Washington
e Avenue and south of the base line shall have prefixed to their designation the
word I'south". All streets and avenues lying east of Washington Avenue ana north
of the base line in the city, shall have prefixed to their name the word "north-
east".
415.07. Numbering system. Lots and. buildings in the city shall be numbered in
accordance with the following rules.
a) Lots and buildings facing north and east in the city, shall be num-
bered with even numbers. Lots and buildings facing south and west in
the city, shall be numbered with odd numbers.
b) Each lot shall be given two numbers on the end, where the end thereof
fronts on a street, and four numbers on the side, where the side
thereof fronts on a street.
c) The numbers upon the street at the base line shall commence with
numbers one and two respectively, and across the first street or
avenue from the base line with the numbers "101" and "102" respec-
tively, and so on, allowing one hundred numbers between each street.
415.09. Information. A person desiring to ascertain the number or numbers of
lots or houses, for house-numbering purposes, shall be informed by the engineer,
free of cost, of the proper number. The engineer shall notify the owner or
owners of unnumbered houses of the proper numbers thereof.

. 415.11. New construction. A property owner who fails to comply with the
requirements of this section within 30 days from the date of the final in-
spection of new construction is in violation of this section.

AN ORDINANCE AMENDING SECTION 415 HOPKINS CITY CODE
RELATING TO HOUSE NUMBERS
THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA DOES ORDAIN:
Section 1. The Hopkins City Code, Section 415.01 is hereby
amended by substituting the following paragraphs to read as
follows:
415.01 House numberinq. subdi vision 1. Number required.
It shall be the duty of the owner or owners of any
building or buildings in the City, fronting upon any
public way or alley therein, to place and keep in a
conspicuous place in the front, and the rear where
appropriate, of such building or buildings the
proper sized house number therefor, the material of
the numbers to be suitable and the numbers
themselves in accordance with the established
numbering system, all as required by this section.
Subdivision 2. Size of numbers and location. The
. numbers shall be a minimum of 4 inches high and may
not exceed one foot in height. In all instances the
numbers shall be of sufficient size and contrasting
color to be readily distinguishable and readable
from the public way. Numbers shall be posted
conspicuously on the front, and rear where
necessary, of a building, or on a building accessory
to such buildings at the rear. When address numbers
are proposed to exceed one foot in height, the
address numbers are considered an exterior sign and
shall be subject to applicable regulations as set
forth in the city's sign ordinances.
Section 2. The Hopkins city Code, Section 415.11 is hereby
amended by substituting the following paragraph to read as
follows:
415.11 comoliance. A property owner who fails to comply
with the requirements of this section within 30 days
from the date of the final inspection of new
construction, or in other cases where written orders
for compliance have been issued, 1S in violation of
this section.
