REQUEST FOR 4-WAY STOP
BOYCE AND INTERLACHEN
Proposed Action.
Staff recommends the following motion: Move that Council take no
action concerninq an enqineer'S study for the installaion of 4-wav
stop siqns at the intersection of Bovce and Interlachen Roads.
Overview.
The engineering department has received a request for the installation
of 4-way stop signs at the intersection of Boyce and Interlachen
Roads. Council was approached with a similar request in 1990 for this
intersection as well as at Hawthorne/Goodrich Roads. Council
authorized a sign installation at Hawthorne/Goodrich Roads but refused
to consider Boyce/Interlachen.

Primary Issues to Consider.
o council Procedure
When traffic control requests are forwarded to the engineer, the
engineer presents the request to the Council for consideration. The
council may authorize a study if desired. If so authorized, the
engineer prepares a study with recommendation, presents it to the
Council, and Council makes the final decision.
o Warrants for a 4-way stop installation.
Contrary to the statement made in the letter request, staff knows of
no statute requiring 4-way stops where churchs and/or schools are
located in the vicinity. staff does have a list of conditions from the
Minnesota Uniform Traffic Code, to which the city subscribes, one of
which must be answered "yes" in order for a 4-way stop to be
warranted:
1. Traffic signals are warranted and urgently needed and a four-way
stop installation is an interim measure that can be installed
quickly to control traffic while arrangements are being made for
. the signal installation?
2. There are five or more accidents in a 12-month period, of a type
susceptible of correction by a four-way stop installation? Such
accidents include right-and left-turn collisions, as well as
right-angle collisions.
3. Minimum traffic volumes:
The total vehicular volume entering the intersection from all
approaches averages at least 500 vehicles per hour for any 8
hours of an average day?
Staff is unable to answer in the affirmative on any of these
questions.
o Alternatives.
Council can do the following:
+ Take no action
+ Table action for further information
+ Order an engineer's study
+ Order 4-way stop installation
o Recommendation
. Based on its past examination of the intersection, staff stands by its
original findings and recommends no action.

Greetings from your neighbors in Interlachen Park.
I am writing to ask that four way stop signs be installed at the intersection of Boyce and
. lnterlachen. My understanding is that this is not a new request. Unfortunately the idea has never
been approved and/or acted upon. Currently the east - west traffic on Boyce has stop signs, but
the north - south trame on lnterlachen does not.
We feel strongly that the intersection needs a four way stop sign - and the earlier the better. Our
reasons are many, but primarily based on the safety of those who live, walk, ride bikes and play
on and near lnterlachen Rd (and, of course, this is mostly kids). To liS, it's not a question of
traffic counts or traffic patterns. firs a question of safety, regardless of how many cars travel
through the area. 1 have heard that four way signs may be required by statute, due to the
presence of the Church and Grade School on the block immediately west of the intersection,
r do not know all of the procedures or considerations that may need to be followed, but I would
appreciate comment from you or City Slaffregarding this request. I look forward to discussing
this with you soon.
