Staff recommends adoption of the following motion: "Move to accept the Meadowcreek Condominiums Board of Director's request to change the name of Westbrooke Way to Meadow Creek Parkway and the name of Old Settler's Trail to Meadow Court and to instruct staff to prepare an ordinance for Council consideration and to notifY those effected by this name chanqe of the date that the city council will consider the ordinance." Adoption of this motion will begin a public process to consider the name change and to offer an opportuni ty for interested parties to comment on the proposal. overview. The City of Hopkins has been working in concert with Meadowcreek Condominiums and other associations in the Westbrooke area to find ways which enhance the image and value of their residential area. The Board of Directors at Meadowcreek Condominiums is of the opinion . that Westbrooke, as a name, carries negative connotations and as such, they would like to change the name to reflect a new image. Their request to the Council is to consider changing Westbrooke Way and Old Settler's Trail to new names which would transcend the current image. Analysis of Issues 0 What process must be utilized for street name changes? Staff has investigated the procedures for name change of streets and has found that an ordinance is required to officially change the name of the roadway. After filing this ordinance with the county, each of the parcels effected by the name change would then be responsible for updating their records to conform to the new name. Due to this burden, staff is recommending that the Council consider a public meeting process prior to acting on the name change. 0 What process is recommended by the staff? Staff is recommending that the council consider this request and, if interested, notify effected properties on the proposed name change and offer them the opportunity to comment on the proposal. The Board of Directors respectfully requests that the City of Hopkins change the name of Westbrooke Way to Meadow Creek Parkway, and . the name of Old Settlers Trail to Park Court. We recognize that this would be significant change. However, it is part of our ongoing efforts to upgrade the condition and image of Meadow Creek Condominiums. Surprisingly, it is not a difficult administrative procedure, but it will require some time and discussion on the part of the City Council. In order to change a street name, the City Council needs to merely pass an ordinance changing the . name of the street and upon passage and publication of the ordinance, file the ordinance with the Office of the County Recorder. Although it is not required under our rules, I would recommend to the Council that they hold a public hearing an this issue and notify all effected bodies of this proposed change. Upon comple- tion of the hearing process. should the Council choose to do that, and ordinance would be drafted and would require tvvo readings by the Council and then publication for 20 days. We would notify the Post Office oftrus proposed change should they wish to comment. Assuming the Council passes the ordinance, the street signs would then be changed and the pro- cess would be complete. r will assume that you wish to go fOfVlard with this unless I hear from you to the contrary. Pre- liminarily, I would like to schedule a discussion of this topic with the Council for its October 19th Council agenda. At that time, we will introduce your letter and request to the Council and inform them of the process. Should they choose to go forward, I would then ask the Council to establish a hearing date in which the ordinance would receive consideration and a first reading.
