CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, March 4, 2024, at 6:31 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Garrido,
Goodlund and Hunke attending. Others attending included City Manager Mornson, City
Clerk Domeier, Finance Director Bishop, Special Projects and Initiatives Manager Imihy
Bean, Director of Planning and Development Elverum, Director of Center for the Arts
Anderson, Utilities Superintendent Moilanen and Director of Public Works Autio.
ADOPT AGENDA
Motion by Garrido. Second by Goodlund.
Motion to Adopt the Agenda.
Ayes: Balan, Garrido, Goodlund, Hanlon, Hunke
Nays: None. Motion carried.
PRESENTATIONS
III.1. Proclamation Recognizing March as Women’s History Month; Imihy Bean
Special Projects and Initiative Manager Imihy Bean summarized City Council Report
2024-026. The City recognizes Women’s History Month to honor the contributions and
achievements of women throughout history and the many contributions of women to the
community of Hopkins – including our elected officials, staff and residents.
Motion by Garrido. Second by Hunke.
Motion to Adopt a Proclamation Recognizing March as Women’s History Month.
Ayes: Balan, Garrido, Goodlund, Hanlon, Hunke
Nays: None. Motion carried.
III.2. Depot Update; Imihy Bean
Special Projects and Initiative Manager Imihy Bean provided an update on the Depot
Coffeehouse changes since Spring 2023. The City Council supported the proposed plan
going forward.
III.3. 2024 Legislative Agenda Review; Imihy Bean
Special Projects and Initiative Manager Imihy Bean reviewed the 2024 Legislative Agenda
and the City’s Bonding Bill requests. Council Member Goodlund asked for clarification on
the bonding initiatives, local sales tax options and school resource officer positions.
Council Member Hunke thanked staff for their legislative agenda work.

Motion by Hunke. Second by Goodlund.

ANNOUNCEMENTS
Mayor Hanlon reviewed the upcoming meeting schedule.
ADJOURNMENT
There being no further business to come before the City Council, and upon a motion by
Hunke, second by Garrido, the meeting was unanimously adjourned at 7:12 p.m.
