CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, January 23, 2024 at 6:30 p.m. in the Council
Chambers at City Hall, 1010 1st Street South.
Acting Chairperson Terrill called the meeting to order with Commission Members Ilstrup,
Fauchald and Green attending. Chairperson Wright and Commissioner Nur were
absent. Commissioner Also present was City Planner Krzos and representatives from
Artessa Lifestyle Communities, Ron Clark Construction & Design, and Alatus, LLC.
ADOPT AGENDA
Motion by Illstrup. Second by Green.
Motion Adopt Agenda as presented.

PUBLIC HEARING
1. 2024-01 – 325 Blake Road – Planned Unit Development Amendment, PUD Site
Plan Review, and Preliminary and Final Plat Review
City Planner Krzos summarized Planning & Zoning report 2024-01. Alatus, LLC on
behalf of the property owner, the Minnehaha Creek Watershed District (MCWD),
requested; a Planned Unit Development (PUD) amendment and rezoning; four PUD site
plan approvals for sites B, C, D and the townhomes; and preliminary and final plat
approvals for the townhome site. Representatives from Alatus, LLC along with sub-
applicants Artessa Lifestyle Communities and Ron Clark Construction & Design
provided an overview of the 325 Blake Road development. The presentation included
details for the individual buildings and overall site plan, amended PUD, parking,
security, amenities, and timelines.
Acting Chairperson Terrill opened the public hearing. No members from the public came
forward to speak.

The Planning & Zoning Commission expressed their support for the development.
Discussion from the Commission included public safety, sustainability features of the
development, and price points of the residential units.
Motion by Fauchald. Second by Ilstrup.
Motion Adopt Planning & Zoning Resolution 2024-01 recommending the City
Council approve the Planned Unit Development amendment and rezoning within the
325 Blake Road Redevelopment.

Motion Adopt Planning & Zoning Resolution 2024-02 recommending the City
Council approve the PUD site plan for Site B.

Motion Adopt Planning & Zoning Resolution 2024-03 recommending the City
Council approve the PUD site plan for Site C.

Motion Adopt Planning & Zoning Resolution 2024-04 recommending the City
Council approve the PUD site plan for Site D.

Motion Adopt Planning & Zoning Resolution 2024-05 recommending the City
Council approve the PUD site plan for the townhomes site.
