CR 95-18 Police Dispatcher Contract January 30, 1995 ~ Council Report 95-18 e APPROVE 1995/1996 POLICE DISP A TCnER AND PUBLIC SERVICE OFFICER'S CONTRACT ProDosed Action Staff recommends that the Council approve the following motion: Move approval of the 1995 and 1996 Contract for the Hopkins Police Dispatcher and Public Service Officer's Association. L.E.L.S. Local #143. This action will ratify the 1995 and 1996 contract for the dispatchers and public service officers. Overview We have completed negotiations with the dispatchers and public service officers for 1995 and 1996. The contract calls for a 2.5% wage increase in 1995 and 3% wage increase in 1996. There is a increase of$15.00 per month for health, life, and dental insurance in 1995 and 1996. Primary Issues to Consider . How does this agreement fit in with the 1995 budget? e The City budgeted 2% for cost of living adjustments and $20.00 per month for benefit increases. The total cost of the proposed settlement is more than what was budgeted. The extra cost will have to be made up by using contingency funds. . How does this agreement compare to other contract settlements for 1995 in terms of wage and benefit increases? A number of cities have settled for 1995. Settlements have ranged from 2% to over 4%. Increase have averaged over 2.5%. The $15,OO/month increase in insurance is very much in line with increase in other cities. . What is the Uniform Settlement Form? The Uniform Settlement Form is a form mandated by the state of Minnesota which must be presented to the City Council which each contract settlement. The increase shown on this form may differ from the percentage increase listed above because the settlement form contains such items as benefit increases, the increase in state pension due to the wage increases, and any step increases which individual union members may receive during the course of the contract.
