Staff recommends the following motion: Move to approve Resolution 95-6 approving Ordinance 95-755 amending the Zoning Ordinance regarding parking lots for first reading. At the January 31, 1995, Zoning and Planning meeting, Mr. Gullickson moved and Mr. Hutchison seconded a motion to approve Resolution RZ95-3 recommending approval of Ordinance 95-755 amending the Zoning Ordinance regarding the construction of parking lots, The motion carried unanimously. Overview, The engineering department has undertaken a process to update the City Code regarding requirements for driveways, parking lot drainage, parking lot surfaces, etc. A section of the Zoning Ordinance needs to be amended regarding the design and maintenance of parking lots in order to have this document reflect changes to the City Code. The following is the proposed and existing language. (Changes are underlined or crossed out.) Design and maintenance. Subdivision 1. Drainage, Driveways shall not e exceed a grade of 4 percent and all parking lots except those for less than four vehicles shall be graded according to a drainage plan which has been approved by the city engineer and the governing watershed district. Catch basins, sumps, and underground storm sewers may be required and all such lots and driveways shall be surfaced with bituminous or portland concrete and installed with concrete curb and gutter. material to control dust and drainage. There probably will be no impact on any new parking lot. In reviewing a site for development, the City has required curb and gutters in parking lots for many years and new developments are required to have watershed district approval. Existing lots are grandfathered, but if a lot is rebuilt, the lot would have to conform with current standards and requirements. 0 What happened at the Zoning and Planning meeting? At the January 3 1, 1995, Zoning and Planning meeting, Staff reviewed the proposed amendment to the Zoning Ordinance. Staff explained that the City Council is considering amending the City Code regarding parking lots and that the suggested amendments to the Zoning Ordinance are being proposed in conjunction with the City Code revisions. There was no public input received from the audience. Alternatives e 1. Approve the zoning amendment regarding the design and maintenance of parking lots, By approving the zoning amendment, the Zoning Ordinance will be amended. 2. Deny the zoning amendment regarding the design and maintenance of parking lots. By denying the zoning amendment, the Zoning Ordinance will not be amended. As a result. this document will be inconsistent with the City Code if revised as being proposed. 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued. . - - --- -- ---- CITY OF HOPKINS e Hennepin County, Minnesota RESOLUTION NO: 95-6 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING AMENDMENTS TO THE ZONING ORDINANCE REGARDING PARKING LOTS WHEREAS, an application to amend the Zoning Ordinance, ZN95-1, has been made by the City of Hopkins; and WHEREAS, the procedural history of the application is as follows. 1. That an application for an ordinance amendment ZN95-1 was made by the City of Hopkins on December 30, 1994. 2. That the Hopkins Planning Commission, pursuant to published notice, held a public hearing on the application and reviewed such application on January 31, 1995" All persons present were given an opportunity to be heard. . 3. That the written comments and analysis of the City Staff were considered. NOW THEREFORE, BE IT RESOLVED that the application for ordinance amendment ZN95-1 is hereby approved based on the following Findings of Fact: 1. That the proposed amendment will ensure proper parking lot construction drainage control which will protect the health, safety, and welfare of the residents. 2.
