CR 95-26 1995 Alley Reconstruction
1: y 0 \ V '" ~ '\0- '" February 13, 1995 o P K \ ~ Council Report 95-26 e Order Feasibility Reports 1995 Alley Reconstruction Proposed Action. Staff recommends adoption of the following motion: Move that Council adopt Resolution 95-08. Resolution Orderina Preparation of Feasibilitv Reports - 1995 Allev Reconstruction. This action is the first step in two assessable projects for alley upgrading for which no petitions have been submitted. Overview. The city has no formal alley paving program, but council has instructed staff in the past to present projects for consideration where alleys have posed maintenance problems. The 1995 elP identifies two high maintenance alleys and staff is proposing to upgrade them even though residents have not corne forth with petitions. The two alleys being considered for reconstruction are: 1) liLt! shaped alley in the 10 Block north of Mainstreet between 6th and 7th Avenues North. . 2) Alley in the 100 Block south of 2nd street N.E. between Monroe and Jackson. Primary Issues To Consider. . Existing alley conditions . Why order a feasibility study . Preliminary project schedule Supportina Information. . Location maps . Resolution 95-08 Jamks~ Engineering Superintendent . . Analvsis of Issues. . Existing alley conditions The two alleys under consideration are bituminous roadways. Asphalt surface conditions are generally poor and characterized by numerous patches in Block 10 and outright granular restoration in Block 100. General deterioration is caused by lack of good roadway base materials. In addition, there are problems for City trucks maneuvering in one alley and drainage problems throughout the entire length of the other alley. . Why order a feasibility study Feasibility reports are a mandatory procedure in the MS Chapter 429 assessment process. In addition, feasibility reports provide council with detailed information and are a useful basis for deciding whether to pursue improvement projects. Information in the reports will give council project costs, potential assessment amounts per lot, and the City's share of the project cost. Present policy calls for the city to assume a 20% share of the project cost. The feasibility report will be prepared by the City Engineer or his designate. .
