Proposed Action.
Staff recommends adoption of the following motion: Move that Council
authorize the mayor and city manaqer to enter into an aqreement
with MSA Consultinq Enaineers for professional serVlces as they
relate to City utility repairs and reconstruction durinq the
reconstruction of County Road 3 from Shady Oak Road to 11th Avenue.
Adoption of this motion will allow the signing of a contract with MSA
for professional services and allow the County Road 3 Project
timetable to stay on track.
Overview.
County Road 3 reconstruction plans have progressed to the point where
the city will have committed itself to the corridor upgrade and
Hennepin county has retained a consultant to begin the planning phase.
The city will have input on County plans through its still
~ undesignated consultant for landscaping and boulevard amenities. The
~ City also needs to offer input for the rehabilitation or repair of the
cityrs underground infrastructure: sanitary sewer, water main and
storm sewer. Staff is proposing that council address this issue by
designating MSA consulting Engineers as its consultant. MSA is already
under contract with Hennepin County to begin the design and plan phase
of the corridor project from Shady Oak Road to 11th Avenue.

.~ Primary Issues to Consider.
o Estimated Project Costs and Funding Sources
MSA has undertaken a preliminary analysis of construction needs
relating to city utilities in county Road 3 between Shady Oak Road and
11th Avenue. Most of the work required will be between 11th and 13th
Avenues to upgrade the sanitary sewer in the County R.O.W. and in 2nd
Street South immediately to the north. Sewer mains and structures are .
inadequate or deteriorated badly in this area. The system is also I
outmoded in terms of efficiency, with several unneeded manholes that
should be abandoned.
Water main needs include abandoning some 4" mains as spelled out ln
the City's 1990 Water and Sewer utility Master Plan. Abandonment of
the main and new connections of services to the 12" main in County
Road 3 will improve residential flows and have a positive impact on
fire protection. The need for additional hydrants and valves will also
be addressed.
The preliminary analysis also considers costs for reconfiguration and
upsizing of storm sewer pipes. Should 11th Avenue be widened to the
extent that it requires the removal of Wendy's Restaurant proposed
storm drainage pond, then new storm pipes will need to be installed.
. An additional element to note is that the analysis addresses
construction of access to the south end of the 13th Avenue box culvert
for maintenance purposes.
Finally, the analysis addresses replacement of the roadway section in
2nd street South between 11th and 12th Avenues to upgraded city
standards.
MSA estimates this utility upgrade and repair to cost approximately
$99,500.00.
o Cost for Professional Services
MSA has outlined in detail the tasks associated with the above project
work and estimates a total of 230 hours of their time. Incorporating
their team into the proposed effort translates into a proposed
not-to-exceed cost of $13,800. This is roughly 14% of the construction
cost.
o Funding Source
The Water/sanitary Sewer Funds and the storm Sewer utility are the
proposed funding sources for this project. The costs as outlined above
have been referenced indirectly in the total County Road 3 Project
costs as outlined in the October 20, 1994 corridor study.

0 Staff Recommendation
MSA consulting Engineers (formerly known as Maier stewart Associates)
is a reputable firm in Minnesota that has gone through a selection
process by Hennepin County in order to be chosen as the principal
consultant on the corridor project. Staff is comfortable working with
this firm and feels using the County's engineer would avoid
duplication of effort in both the planning and construction phase.
Staff recommends that Council authorize entering into a contractual
agreement with MSA Consulting Engineers.

SEWER
1. As part of the CSAH 3 improvements, provide plans and specifications to:
A. Replace existing 10" VCP pipe east of Nine Mile Creek to north side of CSAH
3 as improved to pick up grade as it connects to the 24" truck sewer line at
. 11 th A venue South. Size pipe to handle flows from 11th and 12th Avenue
sewer mams.
B. Abandon 18" VCP and 12" CIP sewer in 2nd Street South from 11th A venue
to 12th Avenue South to COlmect to 10" VCP or larger pipe in CSAH 3 noted
in (lA) above.
C. Reconnect service lines to reconstructed main in CSAH 3 from 11th A venue
to 13th Avenue.
D. All manholes in need of replacement would be inspected and included in the
plans along CSAH 3, as appropriate and abandon manholes removed.
2. A separate bid schedule would be provided with the CSAH 3 improvements for this
work.
3. No other sanitary sewer improvements are anticipated.
STORM
1. As part of the CSAH 3 improvements provide plans and specifications to:
. A. Tie in storm sewer connection from proposed Wendy's site at the southeast
corner of CSAH 3 and 11th A venue. Work with city on configuration of
intersection transition for 11th A venue and CSAH 3, and how it might impact
the Wendy's site layout.

B. Modify connection of city water tower overflow at 11 th A venue and CSAH 3
depending on city desire to continue valve control in a vault for directing flow
to storm and/or sanitary or directly to storm or sanitary sewer.
C. Provide means of access for construction equipment, if possible, to Nine Mile
Creek bed.
STREET SYSTEM -2ND STREET SOUTH
1. Replace 2nd Street South from 12th Avenue East fo deadend to existing width and
grade. Design section 2' suhcut, sand subgrade, 6" class 5, 3" bituminous.
2. Replace existing concrete alley apron.
3. Restore all distrubed areas.
. MSA would propose to provide separate plan sheets for water, sanitary and storm
improvements along with appropriate detail sheets using City of Hopkins standards.
These sheets would be referenced in the title sheet and specifications of the CSAH 3
improvement project. In this way, record drawings would be provided on plans
specific to the City of Hopkins public improvements for its files,
Work would progress along the same time line as CSAH 3. The anticipated schedule
would be as follows:
