COUNTY ROAD 3 CORRIDOR STUDY
ProDosed Action
Staff recommends adoption of the following motion: Move to adopt the County Road 3 Corridor
Study. subiect to the understanding that details relative to the financing of such a project need to be
discussed and resolved.
As a result of this action, work on developing a framework for improvements to County Road 3 will
be completed. Subsequent actions can now take place to implement the recommendations and
concepts identified in the plan.
Overview
Over the course of the last one and one-half years, the City has worked extensively with the
community in general, as well as property owners and tenants along the County Road 3 corridor, to
undertake a thorough analysis of potential improvements to County Road 3. This process included
an analysis of possible roadway improvements, the financial implications of these improvements, as
well as land use issues along the entire corridor.
During the entire study process, the opportunity for extensive public input was provided. This
It process resulted in the City Council conducting a public hearing on the study in December, at which
time no one attended to present opposition, objections, or concerns.
In January the City Council conducted a final, thorough review of the study and, from a general
perspective, indicated interest in continuing with the policy of supporting improvements to County
Road 3, During this discussion several suggestions were made to revise certain portions of the
study. These changes included removing the loop street option on the west end of the project as a
preferred design alternative.
The study has been put in final form and the Council is requested to adopt the plan. As the Council
will note, the motion to adopt the plan specifically points out that, among other things, additional
analysis needs to be made regarding the financial plan for the project.
Alternatives
The City Council/HRA have the following alternatives regarding this matter.
l. Approve the motion as recommended by Staff with additional changes made to the study.
2. Do not approve the plan.
3. Continue the matter for further information.
