Approval of Fire Department to Participate in
State of Minnesota Hazardous Materials Chemical Assessment Team
Proposed Action.
Staffrecommends approval of the following motion: Move to adopt Resolution 95-1 0 authorizin~ Fire
Department participation in the State Hazardous Material Chemical Assessment Team and
desi~natinl: the Fire Chief as the State Contract Nel:otiator.
Overview.
State Legislators realized that there was a need for hazardous material experts at the site of chemical
emergencies and designated dollars to fund such teams throughout the state. The high level of expertise of
the Hopkins Fire Department qualifies us to be one of those teams.
As a State Hazardous Materials Chemical Assessment Team, Hopkins could be called out on 50 to 100
chemical emergencies annually. In exchange for this service, the state would provide most of the
necessary equipment, pay our personnel to maintain their training and fund the emergency response.
Benefits of participating would be the use of this specialized equipment for Hopkins emergencies and a
higher level of training and income for those Hopkins firefighters that participate.
e All the costs related to this project would be paid for with state funds. There would be no expense
incUlTed by the City that would not be reimbursed.
Primary Issues to Consider.
a Will the fire protection in Hopkins suffer when the team is activated and some of our people leave the
City?
This could have an impact but we expect it to be minor. When an assessment team is called out, the
state only wants three people to respond. That is less than 8% of our work force.
a Will members of the department that do not participate feel left out?
We have opened up participation to all of our members. Not participating would be their personal
choice.
a Should the Fire Chief act as the State Contact Negotiator?
Yes. The head of the fire department is the logical choice.

WHEREAS, the City of Hopkins has a trained hazardous materials team; and
WHEREAS, the members of the Hopkins Fire Department wish to pariicipate in a State
of Minnesota Hazardous Material Chemical Assessment team; and
WHEREAS, the State of Minnesota is willing to bear all costs related to such team; and
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Hopkins,
Minnesota that
. 1. The fire department may participate with the State of Minnesota as a Hazardous
Materials Chemical Assessment Team.
2. The Hopkins Fire Chief shall be designated as the official State Contract Negotiator.

. PROPOSAL
1. TYPE OF TEAM PROPOSED:
The Hopkins FIre Department would jike to be considered for part of
regional response as a Hazardous Materials Chemical Assessment
Team.
2. COMPOSITION OF THE TEAM:
The Hopkins Fire Department Chemical Assessment Team will be made
up solely of members of the Hopkins Fire Department. The Hopkins Fire
Department is a public entity. A support document from the City of
Hopkins is included.
3. POINT OF CONTACT FOR TEAM DISPATCH:

dispatched through the City of Hopkins Dispatch Center located at 1010
First Street South, Hopkins Minn. 55343.

5. EMPLOYER DESIGNATION:
The Hopkins Fire Department Chemical Assessment Team will be under
the authority of the Fife Chief. The Fire Chief has been appointed by the
City of Hopkins as the employer1s representative in matters regarding the
fire department The person listed above would be the employer
responsible for the employer's requirements of this proposal.

. 8. STAFFING PLAN FOR MINIMUM NUMBER OF RESPONSE PERSONNEL:
The Hopkins Fire Department is a pay-on-call fiiā¬~ department. The
department is made up of people that have varied working schedules.
We have 3 qualified responders at the present time that work for the City.
We have other people that work 24 hour shift schedules. We have
seasonal workers and 70% of the department have the permission of
their employers to leave work to assist during an emergency. We have
duty chiefs assigned each week that would be capable of responding.
We will have members responding from their work locations directly to
events as necessary. In order to guarantee response. response shifts
will be set up on a weekly basis to cover each work day and evening as
necessary. We feel that under our current set up there will be no problem
getting the required number of responders.
9. GEOGRAPHIC LOCATION OFTHE PROPOSED TEAM:
The City of Hopkins is locationed in central Hennepin County between
the Cities of St Louis Park, Minnetonka, Golden Valley, and Edina. The
fire department is location in the center of the city. Hennepin County is
located in the center of Response Area 5, This location would give us
easy access to all areas of Response Area 5. The fire department is
. located 5 blocks from Highway 169. This gives us quick access North
and South. We are 10 blocks fro Highway 7. This gives us quick access
East and West but more importantly it gives us access to 494 which is
under a mile away from our department OUf location gives us the ability
to respond to all areas of Response Area 5 quickly and easily.
10, RESPONSE EQUIPMENT AND VEHiCLES:
The Hopkins Fire Department is requesting the use of a state-owned
vehicle and trailer. The Hopkins Fire Department understands that the
City will be responsible for insurance coverage for the vehicle and trailer.
(see attached) The Hopkins Fire Department will incorporate the vehicle
and trailer into its Fire Department Vehicle Maintenance Plan. This will
provide for monthly checks and routine maintenace activities to be
carried out on a regular basis.
The vehicle will be located in a space located at 1600 Second Street
South in Hopkins. This is a heated space leased by the City. It is located
3 blocks from the fire station, across from the city maintenance shops.
The Hopkins Fire Department will be using the compensation for capital
equipment to cover all of the cost of capital equipment not provided by
the state.

. 11. TEAM EXPERIENCE:
The Hopkins Fire Department Hazardous Materials Response Team has
been in existance for over 8 years. It has been providing Specialist
response to our city during this period of time. The team provides
support to the Southwest Fire League which is a mutual aid association
of 13 communities in south and west Hennepin County. We have a
vehicle and equipment to do all required tech/spec. response in our area.
The team has responded to chlorine problems in Hopkins, Edina, and 8t
Louis Park. We have responded to corrosive incidents in 8t Louis Park
and Minnetonka. We have supported our police department in a drug lab
raid and bomb incident. We have responded to chlorinated solvent spills
in Chanhassen and Eden Prairie. We have responded to many
flammable and combustible liquid spills including a recent puncture of a
diesel tank on a rail locomotive. We will respond to roughly 50
hazardous materials calls on an annual basis ranging in severity from a
liquid problem at a traffic accident to a run away polymerization at a local
fixed facility.
NOTE: PoHticaHy we will not be able to use this equipment for regional
response. But in the event that the state leased vehicle would not be
functional for any reason, the Hopkins vehicle would serve as a back up
. unit.
12. MEDICAL SUPPORT OFFICER:
Even though the requirement for a medical support officer applies to full
teams we have a specialisUmedic as part of our response team. He
serves as the medic officer for the team and for our police swat team.
99% of the members of the team are EMTs with BLS skills.
13. EX1STINGIPROPOSED TRAINING AND EXERCISE PROGRAM:
All of the team's initial and refresher training has been done by Hennepin
Technical College. Their training program is known nationally for its
level of excellence. All technicians have taken over 100 hours of initial
training. All specialists have had over 200 hours of training. All of this
through Hennepin Technical College. All members have been taking on
an average 12 to 24 hours of refresher training each year. This training
includes seminars and classes provided through the technical colleges,
National Fire Academy, and regional and national programs. The team
does 2 annual 3 hour drills. The team participates in the annual drill for
the mutual aid association. This year it was in 81. Louis Park and had 9
communities participating. This was a 6 hour drill.

14. TEAM DEVELOPMENT:
The Hopkins Fire Department Chemical Assessment Team will be
completely functional as soon as the equipment is made available to
them. Initial training has been completed and because of the years of
experience we would be able to start immediately.

18. DEPLOYMENT TIME:
The Hopkins Fire Department will be able to deploy the Chemical
Assessment Team in 10 minutes from the time the call is received at our
dispatch center.
19. RESPONSE TIME:
The Hopkins Fire Department Chemical Assessment Team should be
able to get to the most areas of Response Area 5 within 1 hour. It may
. take an extra 1/2 hour to get to the extreme corners of the response area.
These response will be based on good weather and normal traffic
conditions.
20, EMERGENCY PRE~PLANNING:
The Hopkins Fire Department Chemical Assessment Team would used
SARA Title III information to determine the target hazards in their
response area. We would coordinate with the local fire departments in
the review of facility site plans and the facilities abilities to respond
internally to spills. We would work with the local fire departments to
determine targets that may not have been identified by SARA Title 111, We
would assist the local fire departments as necessary in establishing a
pre-planning process in there local areas.
21 GEOGRAPHIC JURISDICT1ON:
The normal geographic area for the Hopkins Fire Department is within
the city limits of the City of Hopkins.

22. AFFIRMATIVE ACTION:
The Hopkins Fire Department does not have 20 full time employees nor
does the contract exceed $50,000.00. Therefore this section does not
apply.
23. WORKER'S COMPENSATION:
The Hopkins Fire Department can supply whatever documents that are
needed regarding worker's compensation at the time that the bid is
awarded to them. We are not clear on the need for this information since
response outside of our geographic area is covered by the state.
24. OTHER INSURANCE:
The Hopkins Fire Department and the City of Hopkins will supply at the
time of acceptance of the leased vehicle and equipment certificate(s) of
insurance naming the state as an additional insured under the policy for
physical and liability damage to vehicles and an "all riskl1 property floater
providing for the replacement cost coverage on all state owned property.

The Hopkins Fire Department can supply upon request names of
references to support their acceptance as a Chemical Assessment Team
For Response Area 5.
