ProPosed Action, Staff recommends adoption of the following motion: Move that Council adoot Resolution 95-13, Resolution Maintaininq Parkinq Restrictions, North Service Drive. Overview. Historically North Service Drive has had parking limitations because of its inadequate width. The improvements in the proposed detachment of the frontage road from T.H.7 near 12th Avenue North do not provide adequate width for parking on both sides of the street. Therefore, any State Aid funds spent on the project are conditioned on parking restrictions. Council needs to reaffirm the parking ban, specifically the segment under reconstruction. Primary Issues to Consider. . What are the current restrictions? . No parking is allowed on either side of the North Service Drive throughout its entire length. There is remote off-street parking between Robinwood Lane and Elmo Service Road. . What segment of roadway is here under consideration? North Service Drive from Elmo Service Road to 420 feet east of the 12th Avenue North alignment needs to have its parking ban reaffirmed. Supportinq Information. . CITY OF HOPKINS e Hennepin County, Minnesota RESOLUTION 95-13 PARKING LIMITATIONS ON NORTH SERVICE DRIVE WHEREAS, pursuant to a resolution passed by the Council on December 20, 1994, plans and specifications were approved for the improvement of North Service Drive (S.A.P. 132-010-03) , and WHEREAS, certain on-street parking restrictions are necessary in order for the project to be eligible for state Aid funding, and WHEREAS, the current parking restrictions along North Service Drive ban parking on both sides of the roadway, and WHEREAS, the proposed improvement does not provide adequate width for parking on both sides of the street, NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA: The city shall maintain Uno parking" restrictions of . vehicles on both sides of North Service Drive at all times.
