AWARD OF BID FOR
1995 REROOFING OF VARIOUS CITY BUILDINGS
Proposed Action.
Staff recommends adoption of the following motions:
"Motion awarding Bid Item number one (1) with Alternate number one (1) and Alternate number two (2)
to Ettel & Franz Roofing for the reroofing of the Hopkins City HalL"
lIMotion awarding Bid Item number two (2) to Palmer West Construction for the reroofing of the Valley
Lift Station."
"Motion awarding the Bid Item number four (4) to B & B Sheet Metal and Roofing for the reroofing of
the Well House Number Four (4)."
"Motion to reiect all bids relating to Bid Item number three (3). the reroofing of the concession building
and storage building at Maetzold Field. "
. Overview.
Bids were opened on February 28, 1995 for the above referenced project. Seven bids were received, the
bid tabulation form is attached.
City staff has reviewed the contractors qualifications and they meet the criteria to complete these
projects. Staff is therefore recommending that the reroofing of various City buildings be awarded to the
above mentioned contractors.
The bids for Bid Item #3, reroofing of the Maetzold Field concession building and storage building, are
being rejected because the cost of replacement was higher than estimated and City staff felt that the City
could do the repairs in house at a lower cost.

Detailed Back2round.
. The existing roofon City Hall is over thirty years old. City staff budgeted $50,000.00 in the 1995 C.LP.
The cost is above estimates because the existing roof on City Hall had only 1 1/2" of wood fiberboard for
insulation or none at all. In order to bring the roof up to the new minimum code would require about 7"
of high density polystyrene insulation. Another problem by adding 7" of insulation is that we would need
to raise all of the rooftop units and add new flashing around the entire perimeter. The bid amount of
$61,104.00 included an alternate for adding a vapor barrier behind a paraput wall and a deduct for not
installing new flashing on the paraput wall.
Bid Item #2 is for the replacement of a small flat roof over a lift station in the Valley. Bid Item #4 is for
the replacement of an asphalt shingle roof and a flat built up roof at Well Site Number Four. The project
includes removal of existing asbestos soffits and providing built up insulation on the flat roof and blown
in insulation on the pitched roof area.

0 Who should the bids be awarded to?
The low bidder for the City Hall reroofing was Ettel & Franz Roofing. Palmer West Construction
was the low bidder for the Valley Lift Station reroofing. B & B Sheet Metal and Roofing was the
low bidder for the Well House Number Four reroofing. All of the above are qualified bidders and
have acceptable recommendations from the City's Engineer on the project, Inspec, Inc. All
. contractors have been in business for some length of time and staff recommends award of bids
these firms.
0 Are the bids reasonable?
The bids are reasonable and competitive. All bids except for Bid Item Number 3, for roof
replacement of the concession and storage buildings at Maetzold Field are within the engineers
estimate.
Bids were solicited for early spring construction in order to receive the lowest bids before the
summer season when bids would be higher. Seven contractors bid on the projects and the bids
fairly show the market rate for this type of projects.
0 How will this project be funded?
The City Hall roofwill be funded through the current Revenue Fund. The Valley Lift Station and
Well House Number Four roofs will be funded through the Water Fund.
0 When will construction begin?
Replacement of the City Hall roof is scheduled for late March or early April to allow the City staff
to shut down the heating or air conditioning system in order to alleviate any odor problems within
. the building.
