CAT CONTROL ORDINANCE
Proposed Action
Staff recommends that the City Council take no further action regarding the adoption of a cat control
ordinance.
Overview
In response to several complaints regarding cats, the City Council discussed various measures for
controlling cats. They requested that staff investigate the costs of enforcing a cat control ordinance.
Staff reported that a reasonable level of enforcement could be accomplished at a cost of
approximately $30,000 per year. The City Council instructed staff to undertake an educational effort
in an attempt to alleviate some of the nuisances caused by cats. This has been started.
At the December 6, 1994 Council meeting, the Council referred the question to the Neighborhood
Advisory Board. The NAB was requested to advised the Council on whether they thought cats were
. a problem and, if so, what the City should do about it. The NAB met on January 31, 1995. The
members stated that cats were generally not a problem and that any ordinance would be largely
unenforceab Ie. They voted unanimously to recommend that the City not adopt any ordinance to
control cats.
Primary Issues to Consider
. What are the City Council's alternatives?
1. The City Council can take no further action regarding the adoption of an ordinance to control
cats. Staffwill continue with efforts to educate pet owners on controlling their pets.
2. The Council can instruct staff to proceed to present a cat control ordinance for first reading at
the next City Council meeting.
Staff recommends Alternative # 1.

The Hopkins Neighborhood Advisory Board met on January 31, 1995, and during a regular
meeting of the Board discussed the proposed cat control ordinance.
After discussion of the issue, the following motion was made and seconded: The
Neighborhood Advisory Board advises the City Council to deny the proposed cat control
. ordinance. The motion was unanimously approved.
