HENNEPIN COUNTY FUNDING FOR COUNTY ROAD 3
ProDosed Action.
Staff recommends adoption of the following motion: Move to adopt Resolution 95- 20.
requesting Hennepin County to allocate funding for improvements to County Road 3 between
Trunk Highway 169 and Blake Road as a part of updating its Capital Improvements Plan.
Overview.
The County Road 3 Corridor Study which was recently adopted by the City Council identifies the
portion of the roadway between Trunk Highway 169 and Blake Road as being constructed in
1998, subject to funding availability. Hennepin County's current crr illustrates this portion of
County Road 3 as a "provisional" project to be constructed in 1997-98. A "provisional" status
means that funds have not been allocated for the project. Shady Oak Road, located between
County Road 3 and Highway 7, is shown in Hennepin County's crr as a "funded" project in
1997-98.
The county is currently in the process of updating its crr. Based upon the recommendations in
the Strategic Plan for Economic Development, the detailed work done for the County Road 3
Corridor Study, strong neighborhood interest in Interlachen, and previous actions taken by the
City Council, it appears appropriate to request that the County update their crr to reflect County
. Road 3 between Blake Road and Trunk Highway 169 as a funded project to be constructed in
1997 -98. By taking this action the City is showing a strong interest in doing the project.
However, the City is not committed to undertaking the improvements.
The attached Resolution requests that the County fund the project in question and further
suggests that if funds are needed, consideration be given to reprioritizing the funding from Shady
Oak Road to County Road 3.

By taking this action the Council will clearly indicate to the County its strong interest in
continuing the improvements to the County Road 3 corridor which, from a construction
perspective, are scheduled to begin in 1996 between Shady Oak Road and 11th Avenue.
The Resolution does suggest that the City has determined County Road 3 to be a higher
priority than Shady Oak Road and requests that funds allocated for Shady Oak Road be
used on County Road 3 first.
0 How many dollars have been allocated by the County for improvements to Shady
Oak Road?
The County's CIP illustrates a total project expense of$2.53 million for improvements to
Shady Oak Road between County Road 3 and Trunk Highway 7. Of this amount, the
County has allocated $1.756 million to come from county taxes and state aid revenues
which are available. The remaining $780,000 would be required to be provided by other
sources, such as the cities of Hopkins and Minnetonka.
0 What is the estimated cost to reconstruct County Road 3 between Trunk Highway
169 and Blake Road?
. The County Road 3 Corridor Study has roughly estimated it will cost $5.2 million to
reconstruct this area, of which the County share was estimated to be $3" 14 million. As
can be seen, by reallocating the County's share of Shady Oak Road [$1" 75 million] over to
County Road 3, a shortfall will still exist. This would appear to require the County to
reprioritize other funds over to County Road 3.
0 What has been the City of Minnetonka's reaction to the proposed CIP amendment?
Staffhas spoke with engineering staff in Minnetonka about the reprioritization offunds
from Shady Oak Road to County Road 3. Staffwas informed that this did not appear to
be a problem, as Minnetonka did not have in its CIP a reconstruction of Shady Oak Road
in 1997-98. As a result, Minnetonka Staff did not feel that this would be a major issue. It
should be noted that I have written Minnetonka Staff about the proposed action to ensure
that they clearly understand the potential change to the County CIP"
Alternatives.
The City CounciIlHRA have the following alternatives regarding this matter.
1. Approve the action as recommended by Staff
2. Approve the action as recommended by Staff, but do not suggest that a reprioritization of
funds from Shady Oak Road to County Road 3 occur.

4. Do not approve Staff's recommendation.

RESOLUTION REQUESTING HENNEPIN COUNTY TO IDENTIFY
COUNTY ROAD 3 BETWEEN BLAKE ROAD AND TRUNK HIGHWAY 169
IN ITS CAPITAL IMPROVEMENT PLAN
AS A FUNDED PROJECT FOR CONSTRUCTION IN 1997-1998.
WHEREAS, the City of Hopkins has identified the County Road 3 corridor in
Hopkins as a high priority for roadway improvements;
WHEREAS, the City of Hopkins has undertaken a substantial planning and
public input process as a part of preparing the County Road 3 Corridor Study in
order to facilitate improvements to County Road 3;
e WHEREAS, the City of Hopkins has identified in its current CIP the
reconstruction in 1997-98 of County Road 3 between Blake Road and Trunk
Highway 169. The estimated cost of this improvement is approximately $5.2 million,
of which the County's share is estimated to be $3.13 million:
WHEREAS, Hennepin County has identified County Road 3 between Blake
Road and Trunk Highway 169 in its CIP for reconstruction in 1997-1998; however, no
funding has been allocated:
WHEREAS, Hennepin County has identified Shady Oak Road between County
Road 3 and Trunk Highway 7 in its CIP as a "funded" project for 1997-1998; and,
WHEREAS, Hennepin County is in the process of updating its CIP for the
period 1996-2000.
NOW THEREFORE. BE IT RESOLVED that the City Council for the City of Hopkins
requests that Hennepin County amend its CIP to identify County Road 3 between
Blake Road and Trunk Highway 169 as a "funded" project for design and
construction in 1997-1998.

. BE IT FURTHER RESOLVED that if County funding resources are limited, that
County dollars currently allocated for improvements to Shady Oak Road between
County Road 3 and Trunk Highway 7 be reallocated to allow for improvements
along County Road 3 between Blake Road and Trunk Highway 169.

While I'm far from <1n l''\pen on all the requirements, it seems that the project is only a reallt). if
it is planned, scheduled, budgeted and approved. Right now, we only have the preliminary
. planning accomplished f()r Section J 11 is time to get to Hork on all the advance requirements
and commit to the project.
Hopkms has a bright future. especially if we continue to invest in practic:d and aesthetic
improvements like fixing up County Road 3. We look for your commitment to turn the above
