ANNUAL CONTRACT FOR HEALTH INSPECTOR
Proposed Action
The Building Inspection Department recommends the adoption of the following
motion: Move approval of the 1995 contract with Immanuel F. Roesler to provide
professional sanitation services
By approving this contract, the City Council will be continuing professional
services with the current health inspection for 1995. The contract grants Mr.
Roesler a 4% adjustment starting January 1st, 1995. Mr Roesler did not receive
an increase in 1994.
Overview
The contract with the city health inspector expires yearly and must be
renegotiated. Mr. Roesler's current contract has expired.
A 4% adjustment has been negotiated and would cover the period of the contract
from January 1st, 1995 to December 31st, 1995. Mr Roesler did not receive an
increase in 1994. This equates to 2% per year.
In order for the City to continue the program of inspection and licensing of
restaurants, hotels, food facilities, and the ability to respond to the
eitizen complaints on general health nuisances, it is necessary to maintain a
ealth inspector.
Hennepin County provides $2800 in funding to the city which is used to pay a
portion of Mr. Roesler's salary. The remainder of the funds corne from license
fee's we collect. Staff feels it appropriate to renew the contract at this
time to insure the inspections continue.
Primary Issues to Consider
o What alternatives does the city Council have?
Approve the contract for professional services with Mr. Roesler as
presented.
Do not approve the contract and request the city staff renegotiate the
terms of the agreement.
Do not approve the contract and determine that is not appropriate for the
city to continue the Health Inspection Program.

CONTRACT FOR PROFESSIONAL SERVICES
IT IS HEREBY AGREED, Immanuel F.Roesler is to furnish services
as herein stated for the CITY OF HOPKINS, MINNESOTA. It is further
agreed that said services are to be rendered as an independent
contractor and not as an employee of the city of Hopkins. Accordingly,
the above named contractor shall not be entitled to or receive any
benefits, such as vacation or sick leave pay, pension and insurance
contributions, or holiday or overtime pay. The agreement shall take
effect upon January 1st, 1995 by both parties and shall remain in
effect until December 31st, 1995, at which time it shall be
automatically terminated. This agreement is subject to prior
termination by either party by Thirty days notice in writing to the
other party.
CONSIDERATION TO BE PAID FOR SERVICES SHALL BE:
$26.25 per hour for 1995
General services of sanitation, to include inspection of restaurants,
hotels, and food service facilities, respond to and enforce garbage,
It trash, and general unsanitary condition complaints, and other related
services, provide advice to assigned city employees performing related
inspections, and counsel as necessary.
