Authorization to purchase replacement rescue tool

Proposed Action
Staff recommends approval of the following motion: Move to
approve the purchase of a replacement rescue tool.
Overview
The Fire Department has had a hydraulic rescue tool for assisting
in the removal of victims trapped in auto accidents since Highway
169 opened up through Hopkins. This tool is now unreliable and
in need of replacement. It is currently not included in the 1995
equipment replacement plan.
A near new tool with about 10 hours of use has become available
at a $4,000 savings. The cost of this tool is $13,500. The Fire
Department would like to purchase this tool now and include it's
replacement in the equipment replacement budget for the year
2005.

Primary Issues to Consider
0 Do we need to replace this tool?
Yes. Our tool has become unreliable. All alternatives for
removing a trapped victim are unsafe or too slow.
0 Are funds available to pay for the tool?
Yes. The equipment replacement fund will have a estimated
surplus of $8,000 from a Fire Department vehicle purchase.
The fund can afford the additional $5,500 this year.
0 Is this a good buy?
Yes. The cost of this tool is $13,500. The other prices we
received were $15,500 for a smaller tool and $19,294 for a
comparable one.
