Certain changes have occurred with regard to solid waste collection in the areas of refuse collection, recycling collection, yard waste and brush collection. Refuse collection changes include; changes in the size of containers offered, collection times, material bans, and elimination of the 300 gallon service three years ago. Recycling changes are required due to additional materials added to our curbside collection program and the procedure for preparing them. Brush and yard waste collection changes include; reduction of weekly curbside pick ups and addition of drop off opportunities. Primary Issues to Consider . 0 Should Legislative Policy 8-D be amended? The purpose of the Legislative Policy is to more clearly and specifically define the procedures of programs offered by the city which have been established by Council and are outlined in the city Code book. Because of recent state mandates and an evaluation of our current solid waste management system, it has been necessary to make changes in our solid waste collection procedures. It is necessary, in keeping with the intent of the Legislative Policy Manual, to update it so that it reflects our current practices and procedures. Council Report No. 95-84 Page 2 e Detailed Backqround Many of the following changes to Legislative Policy 8-D were required so that the city could comply with state mandates. other changes were merely to make our service more cost effective. The following list outlines changes that were made; Section Area Changes Made TITLE The word Procedures was added to the title to more clearly describe the contents of the Policy. 2.01 All references to "90 gallon containers" were removed to make the policy apply to all size containers. This change was made throughout the policy and all areas where changes have been made are indicated by strike through lettering. This change was prompted by the purchase of 30 and 60 gallon containers. Section 2.10 was incorporated into this section. 2.04 Container placement distance was changed from 3 feet to four feet to give a greater . safety distance margin. 2.10 This section was deleted and incorporated into section 2.01. 2.10-2.16 Numbers were changed to reflect deleted section. 2.134- This section was modified to add items which have been banned from collection and also to make it more general in its meaning. 2.145 This section was changed to eliminate 90 gallon reference and add additional cost for extra refuse collected due to the state mandate requiring that all costs for refuse collection be visible to the generator. 2.156 This section was changed to address the Thanksgiving Holiday issue with regard to an earlier collection day for residents in Route 4. 2.16=T Time for set out was changed. 2.17 New section added. Part of this section was e previously in section 3.01. The rest deals with the new size containers. SECTION 3 3.01 Deleted and incorporated into section 2.17. 3.01z a. & b. Number changed to 3.01. Service now offered only to physically challenged individuals. 90 gallon reference removed. 3.02 Added to define procedure for special call- backs and to identify that a fee for call backs will be charged. 3.03 Removed due to Council action eliminating the 300 gallon collection program (Council report 92-216). 3.04 Re-defined to better explain fee structure. 90 gallon references removed, distance changed, sections referencing 3.06 updated to reflect adding of major appliances to collection. . 3.05 This program is only offered to residents and is paid for by their refuse bill. This change limits the use of this service to city refuse customers only. Section a. was changed to be more generic in case landfill site is no longer available in the future. 3.06 Adds materials which have been banned from disposal by state or county mandates. Eliminates the Major appliance section because we now collect appliances at both the weekly bulk item pick up and the twice yearly drop off. Re-defines brush and yard waste restrictions. Adjusts referenced section numbers. SECTION 4 Title and layout was changed throughout this section. 4.01 a. - g. This entire section on Recycling has been updated to reflect changes regarding added materials, times of collection, and changes in preparation requirements. This section was also re-numbered in an attempt to be more clear. . 4.02 - 4.04 These sections were updated and modified to reflect changes to our collection procedures council Report No. 95-84 Page 4 . approved by Council (Council Rpt No. 94-73) and in some cases just to more clearly define procedures and restrictions. Section 4.03 was added to reflect new drop off option. 4.05 a. Modified to reflect move of program expenses to refuse utility. 4.05 b. Modified to more clearly define collection ending time. 4.05 e. Reference to 90 gallon containers removed. 4.05 g. Hobby Acres and Park Ridge neighborhoods were added to this collection method. 4.06 b. This portion of section 4.06 was removed to allow for more flexibility on scheduling if needed. . . . CHAPTER VII POLICY #8-D SOLID WASTE COLLECTION PROCEDURES 1. PURPOSE 1.01 To outline policies regarding all solid waste collection methods and administrative procedures. 2. REFUSE COLLECTION 2.01 Residential refuse collection in the City service area is provided by the City for a fee established by council ReSOlution, on a once a week basis with an automated system using containers provided by the city. ge-~-:l-t)fl--re-}-1--e1:l~ een~f'1:i:l'\ef's.. 2.02 The general location for containers in areas without alleys is in the street boulevard one (1) to three (3) feet behind the curb line with handle positioned away from the street (arrows toward truck). . 2 . 03 When alleys are present, and conditions allow, containers are to be located in the alley. The proper container location is one (1) to three (3) feet behind the alley edge line with the handle away from the alley. 2.04 The container should be placed a minimum of ~hf'ee-i~+ four (4) feet from any building or other obstacle and a minimum of ehree-f~t four (4) feet from any other container. 2.05 The Public Works Department reserves the right to designate location of containers to maintain an efficient pattern of collection and/or allow safe operations. 2. 06 Cans in alley locations that require trucks to be backed will only be collected from the street side of the residence. 2.07 Automated refuse truck operators DO NOT leave the vehicle to move cans or put extra bags into cans. 2.08 Containers accessibility is the responsibility of the resident. This includes snow removal to allow pick up during the winter months. Special care should be taken to place the containers where a vehicle will not block pick up. . Policy # 8-D Page 2 2.09 The container may remain at the pick up location only on the . pick up day or until it is collected if normal pick up 1S delayed. containers can remain out at the pick up site continuously only by approval of the Public Works Department. ~~~9_€en~ainerg-w~~~-~~~~~4:~~r--Baeh-fte~8in~-~n~e gfta~~-be-~rov~dea-ene-eonea~ner~ 2 .10~ Containers will be stenciled with the home address for identification. 2.11~ The resident is responsible for cleaning the container and any repairs caused by negligence. 2.123 The City will repair damage caused by collection equipment or conditions beyond the residents control. Residents may be charged for repairs or lost containers if negligence is determined by the PUblic Works Dept. (subject to city Manager review) . 2.134 Items not accepted in the container include but are not limited to; He tires, junk cars, car parts, waste oil, paint products, lead batteries, all household batteries (ie. nickel cadmium batteries, mercury batteries, button tmere~ry ey~et batteries etc.) , brush, yard waste, leaves, . fluorescent tubes, metal barrels or drums, major appliances, or and hazardous wastes. In addition to these items, any material banned from disposal through the Minnesota Waste Management Act will not be accepted inside the container. 2.145 only refuse which is een-be contained within the refuse 99 ge~~en container(s) will be collected. If the resident is present when the container is being collected, extra refuse equal to one-i~t two (2) additional containers full, placed in the container by the resident, will be accepted for an extra charge based on the size of the container at the property. Fees are set by council resolution. 2.156 Collection will be performed weekly. In the event of a holiday during the collection schedule, in most cases normal collection for the balance of the holiday week will be one day later. However, because of the two day Thanksgi ving Holiday, refuse collection for residents in Thursday's route, during this holiday, will be collected one day early, on Wednesday. 2.16~ Refuse containers must be set out by 6:00 ~~ge a.m. of the collection day or the night before. . Policy # g-D Page 3 2.17 The city provides a choice of three different container . sizes; 30 gallon, 60 gallon and 90 gallon. containers selected by residents must be large enough to contain the household refuse generated each week. The city reserves the right to designate container size if necessary in cases where refuse is found to overflow the container or accumulate on the property. Multiple container requests which equal a larger single size container will not be allowed. 2.18 3,;,63: Extra 99-~~'Oft refuse containers for weekly pick up (City service Area) are available at an additional monthly charge for each container. 2.19 Lids must be closed (not flopped back). All refuse must be confined to inside the container and not protruding. protrusion of refuse out of the container is unsanitary and reason for non-collection. 2.20 Changes in number of containers and container sizes are limited to one change for each three month period. 2.21 Each occupied Residential Dwelling unit is required to have refuse services provided by the city and to pay for that service. . 3. Available (City service Area) at an additional monthly charge to disabled residents only. b. If time allows and under special circumstances, the city may offer to return to a property on a day other than their regular refuse day for an additional pick up of refuse. An additional fee will be charged for this service. Fees are established by Council Resolution. . Conducted weekly (Thursdays) during the year on a call- in basis ONLY. Call before 2:00 pm on Wednesday for collection on Thursdays. b. The pick-up charges are established by council resolution and are based on a per stop and/or bulk item charge schedule. For loose volume material the fee is based on each 3/4 cubic yard of material set out for pick-up. c. BULK ITEM DEFINITION: Bulk items include furniture, sofas, stuffed chairs, mattresses, box springs, carpets, major appliances (excluding gas refrigerators and gas air conditioners), etc. 3.05 Ex~ra-and Bulk Item Drop Off (City service Area)(ei~y Wide) . a. A free drop off for bulk items will be conducted at a city designated location ~fte-o%d-%aftdfi%~-si~e-f%+i+ T~ft-S~~-60tl~ftt twice a year. b. Material brought by residents to the site will be collected in 30 cu. yd. roll off containers (licenses will be checked to establish residency). . c. Amount not to exceed three (3 ) cubic yards (approx. one ( 1) pick-up truck load] per household. d. See section 3.06 for items NOT accepted. Policy # 8-D Page 5 . 3.06 Items NOT included in these extra pick up services. a. Hazardous Wastes; should be taken to the Hennepin County Transfer station. Call Hennepin County for more information. b. other items not accepted include, but are not limited to; brush, yard waste, leaves, tires, junk cars, waste oil, paint products, car (lead) batteries, fluorescent bulbs, HID lamp bulbs, mercury switches, thermostats, button (mercury type) batteries, nickel cadmium batteries, gas refrigerators, and metal barrels or drums. c. BRUSH . . . No brush. Keep brush separate from items set out during ~fle~e scheduled bulk item pick ups and do not bring brush to the bulk item drop off. See Section 5~e% 4.02 and 4.03 for more information on brush disposal. d. YARD WASTE ... No Yard waste/leaves are accepted as part of ~fte~e scheduled bulk item pick ups and do not bring yard waste to the bulk item drop off. Curbside/Alleyway Collection a,,:,l.The City provides contracted curbside/alleyway recycling collection to residents within the city Service Area and by special contract, as an extra refuse service. h..2. Recycle materials collected are; newspapers; cereal, cake, cracker, and chip cartons; metal food containers (aluminum, bimetal, IItin" cans) ; glass jars and bottles (any color); HBPE-'fiffl-~ ~y~es-ef-~las~ie Plastic bottles with a neck (HOPE and PET) excluding those that previously contained motor oil or hazardous materials, mixed paper; and corrugated cardboard. Recycle materials are to be separated into :ewe . three basic categories, and prepared as described below. Place all of your recycle materials from Category 1 together in the bottom of your recycling container or in a brown paper bag. Bag or bundle all materials from category 2 and 3 separately and place them at the designated curb or alley location or place them next to your recycling container if you have one. %,:",A. Books & File Folders; hard and soft covered books, notebooks and manila file folders. Envelopes; All types. Paper; computer paper, adding machine tape, letterhead paper, typing paper, construction paper, copier paper, NCR paper, receipts and bills, letters, post-it notes, fax and telex paper, onion-skin paper, clean paper bags. cereal, Cake, Cracker, and Chip boxes; Remove the liner and food from food boxes and flatten. combine the above material and place in a paper bag. Place bag inside or next to your recycling bin if you have one. corrugated Cardboard; Flatten into 3'X3' pieces, bundle, place next to recycling container. Small pieces may be included in the same bag as your other miscellaneous paper. . a. 4. In most cases, recycling containers are to be placed at the normal 9 e - -gt't"3..-:3...-ofl refuse container site, at least -el'n'ee-i~ four (4) feet from the refuse container. The pUblic Works Department reserves the right to designate location of recycling containers to maintain an efficient pattern of collection and/or allow safe operations. e.5. Missed collections called into the contractor by 12:00 p.m. on the day following pick-up will have recycle material collected before 12:00 the next day. Refer to collection contract for the most up to date information regarding materials accepted. b.+~e~ Recycling Drop Off Center 1.a~ The city provides a recycling drop off center as an extra service. The drop off is available to all residents and small businesses of Hopkins. 2.b~ The drop off center is located at the city of Minnetonka's Operations and Maintenance Facility at 11522 Minnetonka Boulevard. 3.e~ ResidentS/businesses may drop off recyclable items 24 hours a day. The items accepted at the drop off include ~l:left-"'ftS newspapers, metal food cans, glass jars and bottles, plastic PET and HDPE . type, brown corrugated cardboard, and shiny, glossy magazines and catalogs excluding those of newsprint quality and Reader's Digest covers. 4.d~ Materials are to be prepared as follows: :I::~A. Newspapers -- Place in brown paper bag or bundle with twine. ~~B. Glass jars and bottles -- Rinse to remove remaining food substances. Remove lids and rings. Labels do not need to be removed. Avoid breakage. separate by color. :hC. Metal Food Cans -- Rinse to remove remaining food substances. It is not necessary to remove labels or flatten cans. 4-~D. The city provides brush pick up free (City W~ae service Area ONLY) on a call in basis from the first Friday in October through the second Friday in May ~hro~~ho~~-~he year-a~-a-~eftera~-b~a~e~ea-expeft~e. and also the first Friday of each month from mid-May through mid-October. During all other Fridays a fee per pick-up/per 18 cubic yard load is charged. commercial properties are charged a fee year round. b. BRUSH DEFINITION: Tree limbs and branches up to a maximum of 6 inch diameter and 20 foot length. . . includes twigs and other tree parts within size definition. c. Brush is picked up from the boulevard side of the residence ONLY due to height restrictions for equipment in alleys. d. Brush must be stacked on the boulevard in a neat pile, parallel to the street. Small twigs can be placed in cardboard boxes, but not in plastic bags (to allow legal burning). Keep brush far enough away from containers t3-fee~t (4 feet) to allow regular automated pick up. Keep brush at least 5 feet away from utility . poles and parked cars. Do not pile brush under trees and shrubs, behind fences or under overhead wires. e. Normally, brush pick up is aefle completed every Friday except for holidays and during unusual conditions such as snow storms. f. Calls are taken throuqh Thursdav before 2:00 p.m. for scheduled pick up that Friday. g. state Law prohibits mixing brush in the same container with regular household waste. DO NOT put brush in your ~he-98-~aiieft refuse container. h. Only brush which is generated on Hopkins properties will be picked up. Brush from land clearing operations will not be accepted. 4.03 Brush and Yard Waste Drop Off a. The city provides a free Brush and Yard Waste drop off during the non-free pick up periods during the summer on Wednesday evenings from 3-6 p.m. and on Saturdays from 10 a.m. - 2:00 p.m. (approximately mid-May through mid-October). b. All material brought to the site must be separated according to brush and yard waste definitions in sections 4.02 and 4.04 and all material must have been generated within the city of Hopkins boundaries. ... c. Materials will not be accepted from lawn services. Policy # 8-D Page 10 5~er 4.04 Yard Waste Pick up e a. The City provides a free Yard Waste pick Up (city service Area) from the third Monday in April through the second Friday in May and in the fal.l from the first Monday in October through the end of November, or until the first heavy snowfall m~a-Apr~i-~hre~~ft-m~a-ee~eher7 as an extra refuse pick up service. b. A per bag fee is charged during the non-free pick-up periods from the third Monday in May through the end of september. Stickers will be sold and must be affixed to each bag as payment for pick up during this time period. stickers may be obtained by stopping at city Hall or Public Works. They may also be obtained by calling PUblic Works, and requesting that they be mailed out, and the cost placed on the utility bill. h c. Yard Waste is picked up with a rear load refuse truck by a City crew on the same day as regular refuse pick- up in the city service area. e d. YARD WASTE DEFINITION: Leaves (with twig stems no longer than 4 inches), grass clippings and similar garden waste will be accepted. Items not accepted include: No animal feces (please clean up after pets before raking your lawn), branches, vines, long twigs, sod waste, shrub clippings, and no garden products such as twa~er melons, pumpkin, squash, potatoes, apples, . tomatoes, etc. t, !!lhr~h--c-i-:i1>Pi'flfJ'S"'",--e~e~ Place unused garden products, such as these, into your regular refuse container. a e. Yard Waste must be bagged or in a 30 gallon or smaller container (maximum size bag-55 gallon; maximum weight- 40 lbs) and placed at the normal ge--qe-r1cfl. refuse container collection site. The City provides a city wide leaf collection program using refuse trucks, street sweeper, and dump trucks. ~h~s-~s-a-~efterai-h~a~e~-e*peftse~ b. The pick up is generally done with refuse trucks beginning the 2nd week in October through the last full week in efta--e-f--November or until the first heavy snowfall whichever comes first. c. A minimum of three (3) passes through each area of the City will be made with refuse trucks. d. Call ins will also be accepted for scheduling and/or missed leaf bags. . Policy # 8-D Page 11 e. The Bellgrove, Hobby Acres, Park Ridge, and Interlachen areas will be picked up by using front-end loaders and dump trucks. This is done because of: the amount and type of trees in those areas; the cooperation of the neighborhood associations; and the cost savings to the City due to the large concentrations of leaves in these areas. Pick-up in these areas are generally scheduled for the last week in October. POLICY #8MD . SOLID WASTE COLLECfION 1. PURPOSE 1.01 To outline policies regarding all solid waste collection methods and administrative procedures. 2. REFUSE COLLECTION 2.01 Residential refuse collection in the City service area is provided by the City on a once a week basis with an automated system using 90 gallon roll out containers. 2.02 The general location for containers in areas without alleys is in the street boulevard one (1) to three (3) feet behind the curb line with handle positioned away from the street (arrows toward truck). 2.03 When alleys are present, and conditions allow, containers are to be located in the aIley. The proper container location is one (1) to three (3) feet behind the alley edge line with the handle away from the alley. 2.04 The container should be placed a minimum of three (3) feet from any building or other obstacle and a minimum of three (3) feet from any other container. 2.05 The Public Works Department reserves the right to designate location of containers to maintain an . efficient pattern of collection and/or allow safe operations. 2.06 Cans in alley locations that require trucks to be backed will only be collected from the street side of the residence. 2.07 Automated refuse truck operators DO NOT leave the vehicle to move cans or put extra bags into cans. 2.08 Containers accessibility is the responsibility of the resident. This includes snow removal to allow pick up during the winter months. Special care should be taken to place the containers where a vehicle will not block pick up. 2.09 The container may remain at the pick up location only on the pick up day or until it is collected if normal pick up is delayed. Containers can remain out at the pick up site continuously only by approval of the Public Works Department. 2.10 Containers will be provided by the City. Each housing unit shall be provided one container. 2.11 Containers will be stenciled with the home address for identification. 2.12 The resident is responsible for cleaning the container and any repairs caused by negligence. 2.13 The City will repair damage caused by collection equipment or conditions beyond the residents control. Residents may be charged for repairs or lost containers if negligence is determined by the Public Works Dept. (subject to City Manager review). . LPM - Policy #8-D Page 2 . 2.14 No tires, junk cars, waste oil, paint products, lead batteries, nickel cadmium batteries, button (mercury type) batteries, brush, yard waste, leaves, metal barrels or drums, major appliances or hazardous wastes will be accepted inside the container. 2.15 Only refuse which can be contained within the 90 gallon container will be collected. If the resident is present when the container is being collected, extra refuse equal to one (1) additional container, placed in the container by the resident will be accepted. 2.16 Collection will be performed weekly. In the event of a holiday during the collection schedule, normal collection for the balance of the holiday week will be one day later. 2.17 Refuse containers must be set out by 7;00 a.m. of the collection day. 3. EXTRA REFUSE SERVICES 3.01 Extra 90 gallon containers for weekly pick up (City Service Area) are available at an additional monthly charge for each container. 3.02 Carry out service a. Available (City Service Area) at an additional monthly charge. b. The resident must use a 90 gallon container and have it in an outside location that is accessible. 3.03 300 gallon (approx. 1-1/4 cu. yd.) container special pick up (City Service Area). . a. These containers are available for temporary usage (maximum time limit 30 days) in response to a call-in request to the Public Works department. b. The charge per dump/per container is established by council resolution and will be billed on the utility bill or may be paid in person to the finance department. c. No major construction demolition materials accepted. d. See section 3.06 for items NOT accepted. 3.04 Special Bulk Item Pick-up with a rear load refuse truck (City Service Area). a. Conducted weekly (Thursdays) during the year on a call-in basis ONLY. Call before 2:00 pm on Wednesday for collection on Thursdays. b. The pick-up charges are established by council resolution and are based on a per stop and/or bulk item charge schedule. c. Items accepted are those too large for normal 90 gal. container pick up but must fit in a rear load refuse truck and be liftable by 2 men. Amount not to exceed 3/4 cubic yards; loose volume; maximum item size 4' X 6'. d. Place all items at normal refuse collection site. All small items MUST be boxed or bagged. e. Keep all items at least 3 feet from your 90 gallon container. f. See section 3.06, items a, b, c,& d for items NOT accepted. Major appliances are accepted through this service. g. BULK ITEM DEFINITION: Bulk items include furniture, sofas, stuffed chairs, mattresses, box springs, carpets, major appliances (excluding gas refrigerators), etc. . LPM - Policy #8-0 Page 3 3.05 Extra and Bulk Item Drop Off (City Wide). . a. A free drop off for bulk items will be conducted at the old landfill site (1414 7th St. South) twice a year. b. Material brought by residents to the site will be collected in 30 cu. yd. roll off containers (licenses will be checked to establish residency). c. Amount not to exceed three (3) cubic yards [approx. one (1) pick-up truck load] per household. d. See section 3.06 for items NOT accepted. 3.06 Items NOT included in these extra pick up services. a. Hazardous Wastes; should be taken to the Hennepin County Transfer Station. Call Hennepin County for more information. b, Other items not accepted include; brush, yard waste, leaves, tires, junk cars, waste oil, paint products, car (lead) batteries, button (mercury type) batteries, nickel cadmium batteries, gas refrigerators, and metal barrels or drums. c. BRUSH ... No brush. Keep brush separate from items set out during these scheduled pick ups. See Section 5,01 for mOre information. d. YARD WASTE n. No Yard waste/leaves are accepted as part of these scheduled pick ups. See Section 5.02 and 5.03 for more information. e. Major appliances (refrigerators, freezers, washers, dryers, dehumidifiers, microwave ovens, ranges, etc.) have been designated as having hazardous materials and will be picked up through the service outlined in section 3.04 only. Cal! Hopkins Public Works or Hennepin County for alternative pick up services available to residents outside the city service area. 4. RECYCLING . 4.01 Curbside! Alleyway Collection a. The City provides contracted curbside/alleyway recycling collection to residents within the City Service Area and by special contract, as an extra refuse service. b. Recycle materials are newspapers, metal food containers (aluminum, bi-metal, "tin" cans), glass jars and bottles (any color), HOPE and PET types of plastic and corrugated cardboard. c. Recycle materials are to be separated into the two basic categories, and prepared as described below. Place all of your recycle materials from category 1 together in the bottom of your recycling container. Bag or bundle all materials from category 2 and place them next to your recycling container. 1. CATEGORY 1: CONTAINERS Aluminum cans, Bi-metal beverage cans, Steel food cans. rinse clean. Glass jars & bottles - All colors (do not break glass) - rinse clean. All HOPE & PET type plastic bottles with a neck - rinse and remove caps. 2. CATEGORY 2: BAGGED OR BUNDLED MATERIALS Newsprint - Bag or bundle, place next to recycling container - NO junk mail, catalogs, magazines or phone books Corrugated Cardboard - Bundle, place next to recycling container - NO pizza boxes, chipboard, cereal boxes, pop or beer cases, etc. d. In most cases, recycling containers are to be placed at the normal 90 gallon refuse container site, at least three (3) feet from the refuse container. Recycle materials must be set out by 7:00 a.m. on the same day as regular refuse. Call back service is available, provided that the recyclables were set out by 7:00 a.m" properly prepared and placed into acceptable containers. Missed collections called into the Contractor by 12:00 p,m. on the day following pick-up will have recycle material collected before 12:00 the next day. Missed collections called in after 12:00 p.m. will not be serviced until the following week. g. The following items are not recyclable at this time and will not be collected: Plastic (except for HDPE & PET types), junk mail, phone books, magazines, other shiny or glossy paper, window panes, oven proof glass (Pyrex), light bulbs, mirrors, milk cartons, paint cans, aerosol cans, building materials, food or cereal boxes, gray cardboard (paper board), office paper and any other materials which do not have a market available. 4.02 Recycling Drop Ofr Center a. The City provides a recycling drop off center as an extra service. The drop off is available to all residents of Hopkins. b. The drop off center is located at the City of Minnetonka's Operations and Maintenance Facility at 11522 Minnetonka Boulevard. c. Residents may drop off recyclable items 24 hours a day, such as newspapers, metal food cans, glass jars and boctles, plastic PET and HDPE type, brown corrugated cardboard, and shiny, glossy magazines and catalogs excluding those of newsprint quality and Reader's Digest covers. d. Materials are to be prepared as follows: L Newspapers -, Place in brown paper bag or bundle with twine. 2. Glass jars and bottles -- Rinse to remove remaining food substances. Remove lids and rings. Labels do not need to be removed. Avoid breakage. Separate by color. 3. Metal Food Cans -- Rinse to remove remaining food substances. It is not necessary to . remove labels or flatten cans. 4, Brown Corrugated Cardboard -- Flatten. Place in paper bag or bundle with twine. Bundles may not be larger than 3'x 3'. 5. Plastic -- Rinse to remove remaining food/detergent substances. Labels do not need to be removed. Flatten. 6. Magazines -- Only Loose, shiny, glossy magazines and catalogs are accepted, DO NOT bag, bundle or tie. 5. SPECIAL COLLECTIONS 5.01 Brush Pick up a. The City provides brush pick up (City Wide) on a call in basis throughout the year as a general budgeted expense. b. BRUSH DEFINITION: Tree limbs and branches up to a maximum of 6 inch diameter and 20 foot length...includes twigs and other tree parts within size definition. c. Brush is picked up from the boulevard side of the residence ONLY due to height restrictions for equipment in alleys, d. Brush must be stacked on the boulevard in a neat pile, parallel to the street. Small twigs can be placed in cardboard boxes, but not in plastic bags (to allow legal burning). Keep brush far enough away from containers (3 feet) to allow regular automated pick up. e. Normally, brush pick up is done every Friday except for holidays and during unusual conditions such as snow storms. f. Calls are taken through Thursday before 2:00 p,m. for scheduled pick up that Friday. g. State Law prohibits mixing brush in the same container with regular household waste. The City provides a Yard Waste Pick Up (City Service Area) from mid-April through mid- October, as an extra refuse pick up service. b. Yard Waste is picked up with a rear load refuse truck by a City crew on the same day as regular refuse pick-up in the city service area. c. YARD WASTE DEFINITION: Leaves (with twig sterns no longer than 4 inches), gr ass clippings and similar garden waste will be accepted. Items not accepted include branches, long twigs, sod waste, garden products (watermelon, pumpkin, squash, potatoes, apples etc.), shrub clippings, etc. d. Yard Waste must be bagged or in a 30 gallon or smaller container (maximum size bag-55 gallon; maximum weight-40 lbs) and placed at the normal 90 gallon refuse container collection site. Keep Yard Waste materials far enough away (3 feet) to allow regular automated pick up. e. State Law prohibits mixing yard waste in the same container with regular household waste.
