North Project 95-02 Proposed Action. Staff recommends the following motion: Move that Council adopt Resolution 95-37. Resolution Orderinq Improvement After Public Hearinq - Allev Reconstruction. This action will continue an assessable project in the #10 Block between 6th and 7th Avenues North. Plans and specifications will be developed for Council approval. Overview. council at its April 18 meeting considered and accepted a feasibility report concerning the reconstruction of the above-referenced alley and ordered a public hearing for May 16. Notices have been sent to all affected property owners. A public information meeting was conducted May 1 for discussion of all improvement issues, estimated costs, and assessment policies. . Current conditions of the alley The "L"-shaped residential alley has a badly deteriorated bituminous surface and poor drainage characteristics. Over time many potholes have developed and maintenance has increased substantially. . Estimated costs of an improvement Proposed project costs and assessments for a 10 foot wide concrete alley are listed below: Construction Costs $26,600.00 Engineering 1,500.00 Total $28,100.00 80% share of total project cost per assessment policy $22,498.30 Assessable lineal footage 905 ft. Lineal footage assessment $24.86 Assessment period 10 years Interest Rate 8% . . Neighborhood issues Residents on 6th Avenue could experience problems with vehicle parking during the 2-3 week construction phase of the project. There is a substantial amount of rental property in the neighborhood. Tenants utilize street parking as well as employees and customers of the Rudy Luther car dealership. The City will need to post the west side of 6th Avenue for permit parking only and the affected residents will be issued permits. The major issue to address in this alley is that of right-of-way. city trucks in carrying out plowing activities or trash collection literally encroach on private property at #10 6th Ave. North and on the Jaycees property. APRIL 12, 1995 Introduction The 1995-99 Capital Improvement Plan (C.lP.) includes an alley-paving project for each year of the five~year plan. The 1995 plan identified two alleys that staff determined were necessary to upgrade with concrete paving due to the high maintenance and drainage problems associated with them. The City Council reviewed these proposed alley-paving projects during their review of the C.I.P., and subsequently authorized staff to begin the initial analysis of these projects upon their adoption of the C.LP. Backwound The alley bounded by 1st Street North/7th Avenue North/6th Avenue North is presently considered an unimproved alley. Its surface consists of a 1 to 1.5-inch asphalt layer that has poor drainage characteristics. The combination of the thin asphalt layer and the poor drainage patterns have resulted in this alley developing many potholes over the years, thereby substantially increasing maintenance and other associated problems. Proposed Desien . The proposed alley improvement project provides for the construction of a concrete pavement surface 10 feet wide and 6 inches thick in accordance with the City of Hopkins' improvement policy. The existing concrete alley aprons located on 1st Street North and on 6th Avenue North are in good condition and will not need to be replaced. Driveway aprons will be paved between the new alley surface and the paved driveways with similar material at the top surface of the driveway. Gravel will be placed in driveway openings in all situations other than matching concrete or asphalt driveways. There will be no sod restoration on this project. Black dirt and seed will be placed in all disturbed turf areas along the alley. The pavement will include a "V" design, slightly depressed in the middle, to channel water toward tbe middle of the alley instead of toward adjacent properties. It is also proposed that the pavement grades be established to direct the drainage to the existing storm sewer systems located on 1st Street North and 6th Avenue North. Currently, the City of Hopkins is encroaching on private property in this alley with its garbage collection and snow-plowing operations (Addr: 6 and 10 - 6th Avenue). It is intended to acquire an easement over a portion of these lots to allow for city vehicles to maneuver the alley corner safely. . Page 2 Proposed Fundine It is proposed that the concrete pavement portion of the project be assessed in accordance with city policy, 80% against abutting benefitted properties and 20% against the City of Hopkins. It is further proposed that the City's share of the project be paid entirely from the storm sewer utility fund in accordance with city policy. It has been determined that the fairest method to assess this project is on a lineal footage basis. It has been further determined that the maximum lineal footage assessment will be based on 75 lineal feet due to the odd shape of a few parcels. A maximum assessment was chosen in this situation as a means to determine actual benefit of the project. A summary of the estimated costs and assessments are provided below. CITY OF HOPKINS Hennepin county, Minnesota RESOLUTION NO. 95-37 RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING ALLEY RECONSTRUCTION WHEREAS, a resolution of the City Council adopted the 18th day of April, 1995, fixed a date for a Council hearing on the proposed improvement of an alley in the #10 Block between 6th/7th Avenues North, and WHEREAS, the council deems it appropriate and expedient to reconstruct the alley with concrete pavement, and WHEREAS, ten days mailed notice and two weeks published notice of the hearing was given, and the hearing was held thereon on the 16th day of May, 1995, at which all persons desiring to be heard were given an opportunity to be heard thereon, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1.
