This action will continue an assessable project in the #100 Block between Monroe and Jackson Avenues North south of 2nd street N.E. Plans and specifications will be developed for Council approval. Overview. Council at its April 18 meeting considered and accepted a feasibility report concerning the reconstruction of the above-referenced alley and ordered a public hearing for May 16. Notices have been sent to all affected property owners. A public information meeting was conducted April 25 for discussion of all improvement issues, estimated costs, and assessment policies. . Current conditions of the alley The commercial alley has the worst condition survey index of all Hopkins' alleys. There is simply no bituminous surface remaining and application of Class 5 aggregate material is the only maintenance tactic keeping this roadway passable. There are also poor drainage characteristics, especially at the Deli-Double location. . Neighborhood issues Because of the commercial nature of the businesses adjacent to the alley, access to rear of buildings is a critical issue. staff is confident that deliveries can be made from the street front. In some instances deliveries can be made to the rear without use of the alley. On-street parking spaces could be diminished by requiring the placement of dumpsters on Jackson Avenue. Staff will investigate some use of the Alliant Tech parking lot as a remedy for vehicle parking. The feasibility study identifies drainage problems that need to be addressed. The preferred and least expensive solution is to regrade the rear parking lot at Deli-Double and resurface it. The feasibility study identified this cost as one to be shared by all property owners. Staff has abandoned that position and is negotiating with the Deli-Double owner e to share in the lot improvement costs with the city. Short of that, the city would need to pay 100% of the cost funded by the storm sewer utility. . Estimated costs of an improvement Council should note the revised project cost sheet and preliminary assessment roll attached to the feasibility study. Revisions reflect the staff decision to remove the Deli-Double improvements from assessable project costs. CITY PROJECT NO. 95-03 APRIL 12, 1995 Introduction The 1995-99 Capital Improvement Plan (C.I.P.) includes an alley-paving project for each year of the five-year plan. The 1995 plan identified two alleys that staff determined were necessary to upgrade with concrete paving due to the high maintenance and drainage problems associated with them. The City Council reviewed these proposed alley-paving projects during their review of the elP., and subsequently authorized staff to begin the initial analysis of these projects upon their adoption of the C.I.P. Bac~und The alley bounded by 1st Street North/2nd Street North/Jackson Avenue North/Monroe Avenue North is presently considered an unimproved alley. Its surface consists of a 1 to 1.5- inch asphalt layer that has poor drainage characteristics. The combination of the thin asphalt layer and the poor drainage patterns have resulted in this alley developing many potholes over the years, thereby substantially increasing maintenance and other associated problems. . Proposed Desi~n The proposed alley improvement project provides for the construction of a concrete pavement surface 12 feet wide and 6 inches thick in accordance with the City of Hopkins' improvement policy. The existing concrete alley apron located at 2nd Street North is in good condition and will not need to be replaced. A new alley apron will be constructed at 1st Street North. Driveway aprons will be paved between the new alley surface and the paved driveways with similar material at the top surface of the driveway. There will be no sod restoration on this project. Black dirt and seed will be placed in all disturbed turf areas along the alley. The pavement will include a "V" design, slightly depressed in the middle, to channel water toward the middle of the alley instead of toward adjacent properties. It is also proposed that the pavement grades be established to direct the drainage to the existing storm sewer system located on 2nd Street North. An existing drainage problem in the rear parking lot of the Deli-Double, located adjacent to the alley project, is proposed to be corrected as part of this alley reconstruction project. Several alternatives for correcting the drainage problem at the Deli-Double were reviewed during the preparation of this feasibility report and are listed as follows: . Page 2 Alternative Description A Install storm sewer from the existing low area east to Jackson Avenue through the in-place bituminous driveway entrance for Deli-Double. Estimated Construction Cost = $9,200.00 B Install storm sewer from the existing low area to the alley, then south along the alley, then east through the in-place parking lot for JMC to Jackson Avenue. Estimated Construction Cost = $18,000.00 C Install storm sewer from the existing low area to the alley, then north along the alley to 2nd Street, then east to Jackson Avenue. Estimated Construction Cost = N/ A . Project costs were not determined for this alternative due to it being not feasible from a construct ability standpoint. D Reconstruct the existing parking lot at Deli-Double to provide positive drainage to the alley. Estimated Construction Cost = $7,100.00 The recommended alternative for correcting the existing drainage problem at the Deli- Double is Alternative D. This alternative was chosen because it is the least cost alternative for correcting the existing drainage problem. Funding for correcting the drainage problem at the Deli-Double is proposed to come from the storm water utility account and assessments. Proposed Fundin~ It is proposed that the concrete pavement portion of the project be assessed in accordance with city policy, 80% against abutting benefitted properties and 20% against the City of Hopkins. It is further proposed that the City's share of the project be paid entirely from the storm sewer utility fund in accordance with city policy. . It has been determined that the fairest method to assess this project is on an actual lineal footage basis. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 95-38 RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING ALLEY RECONSTRUCTION WHEREAS, a resolution of the city council adopted the 18th day of April, 1995, fixed a date for a Council hearing on the proposed improvement of an alley in the #100 Block between Monroe and Jackson Avenues North south of 2nd Street N.E., and WHEREAS, the Council deems it appropriate and expedient to reconstruct the alley with concrete pavement, and WHEREAS, ten days mailed notice and two weeks published notice of the hearing was given, and the hearing was held thereon on the 16th day of May, 1995, at which all persons desiring to be heard were given an opportunity to be heard thereon, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: . 1. such improvement is hereby ordered as proposed in the Council resolution adopted the 18th day of April, 1995. 2.
